Change font size: - + Reset **Student-led demonstrations turn into violent confrontations, with attacks on state institutions and luxury buildings amid allegations of systemic corruption, police brutality and a deepening political crisis.** _Tirana Times, October 14, 2026 –_ Albania’s capital descended into scenes resembling a war zone Wednesday as anti-government protesters attacked state institutions, set fires near the prime minister’s office and targeted commercial premises at luxury high-rise buildings, marking a dramatic escalation of a political crisis fueled by allegations of corruption, organized crime and growing public disillusionment with Prime Minister Edi Rama’s government. For a second consecutive day, thousands of students, young people and other demonstrators confronted riot police across central Tirana. Barricades burned, smoke rose above major streets, and police deployed tear gas and water cannons as protesters attacked government buildings and damaged businesses. The unrest spread from the Education Ministry to the prime minister’s headquarters, parliamentary offices and other government buildings. At the twin towers near Tirana’s Pyramid, a business on the ground floor was set ablaze. The extent of the damage remained unclear. The attacks on high-rise properties carried particular symbolic significance in a city where luxury construction has become increasingly associated in public debate with allegations of money laundering, questionable investment and the influence of powerful business interests. The violence represents the most serious escalation of an anti-government protest movement that began on May 31, initially opposing a controversial tourism project in the protected coastal area of Zvërnec, associated with Jared Kushner, the son-in-law of U.S. President Donald Trump. Known as the “Flamingo Revolution,” the movement gradually expanded into a broader campaign against corruption, inequality and the concentration of political and economic power. The participation of university students this week transformed its political significance. Although their initial grievances concerned education, employment and living conditions, their principal demand is now the resignation of Rama and his government. The escalation followed violent clashes Tuesday outside the Education Ministry and across central Tirana. Protesters threw stones and other objects at police, while officers used tear gas, water cannons and batons. The police response provoked widespread criticism. Videos showed officers striking and dragging protesters, including individuals who did not appear to present an immediate threat. Particularly disturbing footage involving an injured young man raised serious questions about police professionalism and the proportionality of force. Five police personnel, including a senior officer, were suspended pending investigations. Police officers, journalists and demonstrators were among those injured, along with a foreign diplomat who sustained a head injury. While attacks on police officers, institutions and private property require a lawful response, violence by some demonstrators cannot justify indiscriminate force against peaceful protesters. The government condemned the unrest, emphasizing the need to protect institutions and maintain public order. Deputy Prime Minister Albana Koçiu urged demonstrators to reject vandalism, while Interior Minister Ervin Demo defended police operations and insisted that officers must act lawfully and proportionately. Demo also blamed the political opposition and was described as suggesting possible foreign involvement in the unrest. No substantiated evidence of such involvement was available for independent verification. The suggestion recalled a recurring political narrative in which external interference is invoked to explain domestic unrest, potentially diverting attention from the grievances driving the protests. The confrontation reflects a deeper crisis of confidence in Albania’s political institutions. Rama, who secured a fourth consecutive mandate in 2025, has faced successive corruption scandals and investigations involving ministers, former ministers and senior officials. Some have been convicted, while others remain under investigation or face judicial proceedings. Among the most politically sensitive cases is former Deputy Prime Minister Belinda Balluku, accused of wrongdoing involving public procurement procedures. She remains a member of parliament after the governing majority refused to authorize her arrest as requested by the Special Anti-Corruption Prosecution Office, SPAK. Balluku denies the accusations. Another particularly serious investigation involves Vlora Hyseni, the former head of Albania’s State Intelligence Service, over allegations concerning classified information and suspected links with individuals under criminal investigation. The case raises significant concerns about the integrity of an institution central to national security. The investigation also involves businessman Ergys Agasi, whose alleged relationships with political figures, business interests and individuals linked to criminal networks have intensified questions about informal channels of influence within the state. Criminal responsibility in these cases remains subject to judicial determination. Together, these developments have reinforced concerns among independent experts about the increasingly blurred boundaries between political power, organized crime and oligarchic interests. The possibility of state capture the systematic influence of private or criminal interests over public institutions has become central to criticism of the government’s governance model. Nowhere is the controversy more visible than in Tirana’s construction boom. Luxury towers continue to rise across the capital, with property prices increasingly beyond the reach of ordinary citizens. The 2023 census recorded approximately 356,000 unoccupied housing units nationwide, although these cannot all be classified as vacant luxury apartments. Construction and real estate are considered particularly vulnerable to laundering proceeds from drug trafficking, corruption and other criminal activities. Questions about investment transparency and the origins of capital have fueled suspicions that some developments may involve illicit financing, although such allegations require investigation and cannot be applied indiscriminately to developers or individual buildings. The apparent contradiction between expensive, sometimes unoccupied properties and the limited purchasing power of ordinary Albanians has become a powerful symbol of economic inequality. For younger generations, high housing costs, limited professional opportunities and continuing emigration have intensified frustration. Many students increasingly associate their difficulties with a political and economic system they believe favors connections and privilege over merit. The European Union expressed concern over the escalation, calling for respect for peaceful assembly and priority investigations into allegations of excessive police force against protesters and journalists. Germany supported the European position, while Britain emphasized lawful and peaceful protest. President Bajram Begaj also called for restraint, stressing that neither violence by demonstrators nor unlawful force by police can be justified. The government’s argument that investigations of powerful officials demonstrate the effectiveness of judicial reform carries weight. However, these prosecutions also expose the extent of suspected wrongdoing within the political establishment and raise questions about accountability. The crisis represents a significant test for Albania’s European integration ambitions, which depend not only on legislative reforms but also on functioning democratic institutions, fundamental rights and effective safeguards against corruption and organized crime. The immediate challenge is restoring public order without further undermining civil liberties. The broader political challenge is rebuilding trust in institutions increasingly questioned by a mobilized and frustrated public. For Rama, the unrest is no longer simply a confrontation with protesters demanding better university conditions. It has become a challenge to his government’s political credibility and its ability to address allegations of systemic corruption and state capture. The coming days will determine whether the movement can sustain its momentum without further violence and whether the government can offer a response extending beyond police operations and accusations against its political opponents. Tirana’s streets may eventually return to calm. But the crisis of confidence that brought thousands into confrontation with the state is unlikely to disappear with the smoke.
