The Cost of Restraint: India's Divergent Responses to China and Pakistan as Nuclear Rivals
Abstract. Since the United States and the Soviet Union acquired the bomb in the 1940s, the common wisdom has been that each new proliferator would trigger its regional rivals and competitors to follow...

This explains why India did little in response to China's nuclear program in the 1960s & 70s, & only weaponized in the late 1980s in response to Pakistan acquiring the bomb. The argument can also prima facie explain variation across the wider universe of enduring rivalries. 5/6

Indian leaders judged China to be a limited-aims & conventionally superior rival, thus assessed its nuclear weapons as superfluous to Sino-Indian relations. They judged Pakistan to be an extensive-aims & conventionally inferior rival, thus assessed its weapons as coercive. 4/6

India is a hard case, long treated as part of a proliferation cascade from China to India to Pakistan. Using extensive archival evidence and interviews, we find that there was, in fact, no cascade. 3/6

States weigh that cost against the cost of restraint, or what they stand to lose by not building the bomb in response to a rival. This cost depends on the rival's aims and the balance of conventional capabilities between them. 2/6

Why do nuclear dominoes not fall? The common wisdom holds that each new proliferator goads its rivals into following suit, but they rarely do. Yogesh Joshi and I argue that this gap between expectation and reality cannot be explained by the cost of nuclear pursuit alone. 1/6

The 2025 Ashoka Diplomatic Studies Workshop for early-career researchers will be held at Ashoka University on 10-11 Oct. We welcome research on India's diplomatic studies using IR & historical approaches. Please submit a 250-word abstract and one-page CV by 10th March.
The Department of International Relations at Ashoka University will host a two-day early-career workshop on new research in the field of India’s diplomatic studies, including its connections with international history and international relations. We welcome draft chapters or journal articles in the advanced stages of development.

The workshop is designed to offer early career researchers (graduate students, postdoctoral fellows, assistant professors) an opportunity to receive substantial feedback on their research from peers and from established scholars of Indian diplomacy. Feedback on individual papers will be detailed and focused on enabling them to cross the threshold for publication in reputed academic outlets.

Applicants are invited to submit a 250-word abstract and a one-page CV detailing their current position(s) and publication record. Those selected will be notified in April and full papers will be due in September. The workshop will cover costs of travel and accommodation.
