Former Newstalk ZB and TV3 broadcaster Rachel Smalley has been hired to help National’s Auckland-based Government MPs, including Prime Minister Christopher Luxon, with their communications and media work.

She appears set to play a critical role in working with the Prime Minister on his sometimes wobbly live media appearances, highlighted in the past week by a fumbling response to a question from Tova O’Brien on TVNZ’s Breakfast show.

Smalley is an experienced journalist, broadcaster and strategic communications consultant, and is known to be widely respected at the highest levels of Government, especially on the Beehive’s 9th floor.

The arrival of John Campbell at the RNZ Morning Report microphone next week ramps up the scrutiny of Luxon’s Monday morning media interviews on TVNZ, Newstalk ZB and RNZ.

Luxon is normally in Auckland for the interviews: at TVNZ between 7am and 7.30am, before heading across the road to Mike Hosking on Newstalk ZB just after 7.30am, and then RNZ – normally over the phone – before 8am.

Smalley has particular expertise and knowledge of live TV and radio interviews - a quick scan of her CV shows she has worked with Hosking (at ZB), with O’Brien (at Today FM) and with Campbell (at TV3) and is likely to provide useful insights into each broadcaster’s approach, as well as more general communications advice and guidance.

The former foreign correspondent’s experience of Middle East issues will also be handy in a period of global instability.

Hawke's Bay is a Retirement Village. But basically, people can't afford to have children these days. www.nzherald.co.nz/nz/fewer-tha...
For the first time in almost 50 years, fewer than 2000 babies have been born in Hawke’s Bay during a calendar year.

Stats NZ released data last week showing there were 1983 live births for the region in 2025.

That was the lowest figure since 1979, according to Stats NZ.

An academic says declining birth and fertility rates are a complex issue, and they are occurring in most countries around the world.

More than 2000 babies have been born in Hawke’s Bay every year since 1980, according to Stats NZ.

In recent years, that included 2010 live births during 2024, 2055 in 2023, 2076 in 2022, and 2127 in 2021.

During the early 1990s, the region was producing more than 2500 babies a year.

The declining figures come despite the population of Hawke’s Bay growing decade on decade.

Nationwide, there were 57,705 live births during 2025, which was slightly down on 2024 but a slight increase on 2023 and 2020.

A Napier mum who welcomed her second child last year says the financial pressures of having and raising a child are an issue for many families, and almost prevented her and her partner from trying for a second.

Tessa McCormack, 29, welcomed son Beauden via a home birth in October.

She said it was a big decision to have a second child, five years after their first.

“We weren’t going to have another one, mostly because of the cost.

“But then both our careers started paying a bit better, and we got to a point where we felt a little bit more financially stable, so felt like we could do it, which was cool.

“But it was quite a big gap between the first and second for us to get to a point where we felt like we could have another one.”

McCormack is on maternity leave as a nurse and said it was rare for a couple to be able to live off one wage these days.

“And when you do go back to work, you look at the childcare fees and, if you are not in that bracket of being ... eligible for the subsidy, then you are pretty much going back to work to pay for childcare.”

‘Increased mindfulness’
NZ College of Midwives board member and Central region chairwoman Linley Taylor, who is based in Napier, said the 2025 birth figures were not significantly different to previous years.

The region’s ageing population, which includes a high proportion of older residents, may have contributed to the figure.

As for when people decided to have children, she said: “There seems to be an increased mindfulness and conversations around timings of trying to conceive and how many children each couple plan for.”

She said the cost of living was a factor parents had to consider.

Stats NZ’s latest data suggests women are having children later, with the proportion of births to mothers aged under 25 in 2025 reaching a record low nationally.

Stats NZ populations insights analyst Rebekah Hennessey said some regions had higher declines than others for births.

“Across the 16 regions, there were significant drops in annual births between 1990 and 2025 in Gisborne, Hawke’s Bay, Taranaki, Manawatū-Whanganui, Wellington, West Coast, and Southland.”

The Stats NZ figures released for Hawke’s Bay are based on where the mother lives, so they cover any babies born to mothers living in Hawke’s Bay, even if they were potentially born outside the region.

Health NZ also publishes regional data for births, but the Stats NZ figures cover all registered births and are considered more accurate.
