My apologies, Keith, but I'm still confused. In the 1st 3 scenarios, Boston gets a lottery pick from either LAC or PHI plus they keep the SAS pick swap; and in the fourth they get the LAC pick and the SAS pick swap and... what's the bonus pick? Or do they send out the SAS pick swap in the first 3?

No problem. The 2nd-round exception allows the first year salary to be as low as the rookie minimum; this season, that is $1,357,763. The Celtics tax room currently stands at $1,705,594. Celtics can ride through the season with a margin of almost $350K. Way cushier than last year.

This is where I get confused. I know the Exceptions let you bring a player's contract in under the apron, but I thought the dollar value of his contract still counted against the taxation boundaries (if that makes sense).

The Cs are counting the days and the pennies. Shulga and Tonje can be converted to the lowest dollar rookie 10-days because Boston holds their draft rights (Tonje because Utah drafted and traded him to the Cs). RHJ would be more expensive so, he would get his promotion last. I think.
