The Headlines
• Recommended budget is $10 billion, a 4.2% increase.
• The Discretionary General Fund budget is NOT structurally balanced.
• Recommended use of $73 million from General Fund reserves.
• Use of budget strategies to limit reliance on reserves, including:
1. A hiring freeze for departments that receive Discretionary General Fund revenue (except as described below) and internal support departments; or
2. A maximum fill rate for elected departments, DPSS, RUHS Behavioral Health, RUHS Medical Center & Clinics, RUHS Correctional & Detention Health, Animal Services, and Registrar of Voters; and 
3. Use of "just in time" funding to meet the needs of departments throughout the fiscal year as we implement #1 and #2, and with the expectation that
General Fund revenue will increase through the year above current projections.

The Riverside County Department of Animal Services today announced that the system was currently at 220% capacity across all shelters with more than 1,000 dogs housed in facilities designed for half that number as peak intake season begins. riversiderecord.org/rcdas-sound-...

For this story, we looked at four years of campaign finance filings, and were able to see how the cost of campaigns skyrocketed in 2022, when the Inland Empire Family PAC got involved in local school board elections.
A chart showing how much was spent in support of candidates — both through their campaigns and the PACs that supported them. There's a clear uptick in the cost of running that happened in 2022, when Inland Empire Family PAC started supporting candidates, and again in 2024 after One Temecula Valley PAC started supporting candidates and the Temecula Valley Educators Association PAC increased its financial support of candidates.
