Not every region has the hydropower behind that flexibility. Elsewhere it means smarter combinations of storage, flexible demand and interconnection. Coordination, steady investment and shared market rules can offset geography.

It's also social. As one olive grower told us, the olive tree "is the most social one there is". It keeps 8 to 10 people employed year round in villages that are emptying of youth. Regenerating the soil is also about keeping people on the land.

His nuance matters too. Direct electrification is often the faster, cheaper way to cut emissions today. Green hydrogen's real role is in hard-to-abate sectors: steel, chemicals, cement and heavy transport. The framework exists, but momentum is missing.
