Yeah. It's really hard to get an initial respiratory case if you take standard precautions. Reviewed my protocols and you don't even need double containment, just a closed hood with negative air flow in a level 3 lab. Bubonic is easily diagnosed and routine. Not uncommon in the wild.

You can't innoculate. Masks, monitoring & antibiotics. Once pneumonic plague is endemic it does have an R0 above 1 if uncontained (especially in cold places like Irktusk) so aggressive early measures and careful monitoring are important but very effective. Russsia seems to be doing this.
