I relistened and he calls it "doping" not "dosing" which makes me more convinced that he doesn't mean voluntary at all. Then he talks about it being unregulated. That's another hint at him not being clear about it being voluntary.

I had emailed my State Rep to ask to fix districts like this. Then Trump had TX & other states redistrict off-year and racist and I reemailed to ask for MORE gerrymandering. (I think the Feds should mandate districts be as square and even as possible. Until then, though....)
