Rahm seems to be the democratic equivalent of Mitch McConnell, although Mitch might genuinely believe in making life better for the wealthy. Democrats should be credulous about his recent progressive turn. He has discovered that some progressive and leftist positions are now more widely popular.

If it were up to Rahm, Obama would have chickened out on the ACA and probably focused on something less controversial that would have won a few news cycles but alienated the base while receiving little credit with anyone else. Maybe it would have saved a few seats in 2010. Maybe not.

Making progress on big issues is an ugly iterative process of power and compromise over the long term. Each step satisfies no one and may not show significant results before the next election. It is a politically risk process. For Rahm all policy must contribute to winning the next election.

So here's the thing with Rahm: his interest is exclusively about power. Power is important in politics - it is how you get things done - but power to simply stay in power is useless and corrupting in the long run. The agent becomes a series of small-ball pandering measure to donors and voters.

The end result is a lot of finger-pointing. The locals will always blame the railroad. The railroad will expect to be permitted to operate as business demands so long as they are not violating federal rules. And the federal government will just stand by. Nothing happens without an agreement.

Usually state and local governments are preempted from regulating railroad operations. Federal regulators are interested in safety, but there would have to be a national policy with rules to enforce. They are not necessarily going to get involved in the operation of a given crossing.

So generally, improving the crossing would be the responsibility of the owner of the crossing. However, if improvements are needed only because of changes to railroad operations, then things get complicated. Railroad lines are inherently interstate commerce, they are regulated at the federal level.

Some of the problem with railroad crossing is complicated allocation of rights and responsibility. A lot of time, the crossing was built after the railroad. The railroad owns has their right-of-way and a local government or someone else has an easement for the crossing and owns the crossing.

The police department in the Town of Carroll, NH cannot take a shit without asking ICE's permission because ICE pays their salaries. That's funny because I was told local control and governance was best and the federal government was bad because local gov could be readily held accountable by voters.

One might suspect no ICE presence at DCA or IAD to avoid members of Congress seeing/encountering it. Also, major airports have police that can help manage crowds when TSA backs up. I doubt that there is anything useful ICE can do at JFK or LGA than PANYNJ police cannot (w/ less risk of violence).
