Article text: Rice received a verbal warning in 2013 and a disciplinary letter in 2019 alleging similar behavior. The 2019 allegations resulted in the district barring Rice from coaching any girls’ athletics teams in Vancouver Public Schools.

The district received the most recent complaint Aug. 6. Based on its investigation, which included Skyview Principal Andy Meyer interviewing the student, the district alleged Rice messaged the student between 50 and 300 times over the summer, sometimes late at night.

You are so right — it is terribly written!

Putting specific, niche programs like Black Lung or Railroad Retirement in parentheses right after the word "Social Security” makes it look like a restrictive list rather than just a set of examples. To anyone reading it normally, it strongly implies: "Only count Social Security if it's one of these specific types.”

The root of the problem is how these forms get built. The software designers try to cram multiple separate federal and state income categories into a single line item to save space. In doing so, they end up creating a confusing, Frankenstein-style question.
