Precisely. But does Andy Burnham truly believe in it? His emotional speech at conference became very transactional on the topic of EU relations. In fact, I'm struggling to remember which senior politicians have the deeper pro-EU case, either during the Referendum campaign or since.

Being pro-the UK joining the EU and being pro-EU are not the same thing. The challenge for UK leaders is to turn the former shallow preference of the population into the latter deeper sentiment & belief. Then the UK can convince the rest of Europe that it would be a force for the good of the EU.

Key among those is the 46-member Council of Europe, at its heart the European Convention on Human Rights.As former independent reviewers of terrorism legislation we have seen at close quarters that the ECHR is not just a human rights instrument. Good to see Khan speak up again. The economic and security case for rejoining the EU is compelling. But Europe is also family, belonging and hope. Young people deserve the freedom we enjoyed to live, work, study and love across Europe. Restoring that wider horizon must be central to the argument.
