Throughout the “war on drugs” Filipino journalists were on the forefront of covering abuses associated with deadly “anti drug operations”, which @amnesty.org and others said amounted to crimes against humanity. The #Philippines always had a solid journalistic tradition/press corps ✊🏼

Par AFP © 2026 AFP Un rapport d'Amnesty international publié mardi accuse les rebelles ADF de crimes de guerre et de crimes contre l'humanité dans l'est de la République démocratique du Congo (RDC), où ce groupe armé qui a prêté allégeance à l'Etat islamique multiplie pillages, prises d'otages et tueries. L'est de la RDC est en proie à des violences depuis plus de 30 ans, et une multitude de milices et de groupes armés sont présents dans la région. Les ADF (Forces démocratiques alliées), formés par d'anciens rebelles ougandais et actifs dans les provinces du Nord-Kivu (est) et de l'Ituri (nord-est), sont réputés pour leur extrême violence à l'encontre des civils. Le rapport d'Amnesty, basé sur des entretiens avec 71 personnes entre octobre 2025 et février 2026, fait état d'attaques contre les civils, "d’enlèvements et de travail forcé, de recrutement et d’utilisation d’enfants, ainsi que de violences et crimes visant les femmes et les filles, comme des mariages forcés" et "des grossesses forcées". Ces atteintes "constituent des crimes de guerre, et, dans la mesure où elles ont été perpétrées dans le cadre d’une offensive systématique et de grande ampleur contre une population civile, des crimes contre l’humanité", estime Amnesty. Selon l'ONG, les ADF "attaquent délibérément" les civils "non seulement pour se réapprovisionner en nourriture, médicaments et autres produits, mais également à titre de représailles pour des opérations militaires". Le groupe a "de plus en plus recours aux enlèvements contre rançon", ajoute-t-elle. Les personnes enlevées sont "soumises à des violences physiques, notamment des coups, du travail forcé, de l’esclavage sexuel et parfois des homicides illégaux", détaille l'ONG. Certaines ont également "dû participer à des attaques sous la contrainte". Les femmes et filles enlevées par les ADF sont souvent converties de forces à l'islam et données comme "épouses" à des combattants afin d'inciter au recrutement, une pratique "systématique dans les camps du groupe", d'après Amnesty. Sept anciens otages enlevés en 2025 ont déclaré à Amnesty "que leurs familles avaient payé des rançons allant de 100 à 10.000 dollars" pour obtenir leur libération. Les ADF figurent également parmi les principaux acteurs armés responsables de recrutement et d’utilisation d’enfants en RDC, selon l'ONU. "Le groupe exploite des enfants à diverses fins, les forçant notamment à prendre part aux combats, à porter des chargements, à cuisiner et à faire le guet", indique le rapport. L'armée ougandaise (UPDF) s'est déployée depuis 2021 dans la partie septentrionale du Nord-Kivu et dans l'Ituri pour combattre les ADF aux côtés de l'armée congolaise, mais l'opération conjointe, baptisée "Shujaa", n'a pas mis fin aux violences. Le groupe armé emploie "des tactiques asymétriques, se cache dans une vaste forêt pluviale très dense, s’appuie sur un vaste réseau" d’informateurs et "s’est procuré des moyens technologiques avancés", pour échapper aux militaires, assure par ailleurs Amnesty.

In a very telling letter to the council ahead of the vote, #DRC said protection of civilians “must unequivocally remain the central strategic and operational priority of #MONUSCO”. DRC urged a strengthened mandate allowing “a more mobile, proactive and preventive posture”. #UNSC @amnesty.org
