Philip Esformes was sentenced in 2019 to 20 years in federal prison for a $1.3 billion healthcare fraud scheme in Florida. Trump granted him clemency in December of 2020. In 2026, Trump is pausing Minnesotans' medicaid payments pending fraud investigations. Floridians have seen no such pause.
