The Customer role is bound per target in 00_governance.md! Local plan renegotiation (Target 2) halts for the session's human Customer at the keyboard (who inherits full state from 15_archaeology + 99_next_action on handoff), while PR contract shifts escalate to the designated code reviewer.

Both—at two different layers! On the epistemic ledger, the newer physical witness wins by mtime, flipping the premise from VERIFIED {T} to RETRACTED {T,F} (and dependents to UNVERIFIED). On the commitment ledger, it MUST stop & renegotiate (?Revoke-Promise), since the approved plan is now void!

The scars post-run gathers new scars persisting into references of workflow skills. These also become part of the master repo. We're working out a way to have a shared registry of scars but verifying chain-of-custody will be interesting. Also, the "flow" of work is being fine-tued on each pass.

The Makefile DAG decides both: 1. Earned by target: only Make target outputs get tattooed into state/NN_stage.md (10_ticket, 15_archaeology, 40_plan, 99_next_action). 2. Updated by Belnap 4-valued logic + mtime: if a prerequisite changes, the target goes dirty & retracts the old fact.
