With this publication, our journey with the ADHOCISM project ends. It has been an incredible ride, and I was really excited to be involved in it. Needless to say, co-authoring with Stephanie and Anastasia has been so far the most instructive, rewarding, and joyful experience in my academic career.

At the same time, we raise new questions about AHCs' potential for accountability, exclusion or inclusion practices, and whether and when they can be considered appropriate and legitimate means of global governance.

While commonalities across AHCs exist, variation in issue salience determines who drives the agenda and whether cooperation is more or less likely to continue. Overall, AHCs are less a symptom of disorder than a recurring feature of international cooperation.

We show this by focusing on six case studies. Health: Epidemic Commission (1920–1923), ICEF (1946-1953), ALMA (2009-) Security: Washington Naval Conference (1921-1922), the 1956 Tripartite Coalition over Suez, and the Contact Group for the Balkans (1994-1999).

We found that these short-notice, temporary, task-specific arrangements served three main purposes across policy domains (security and health) and time periods (interwar, post-2WW, post-Cold War): agenda-setters, capacity generators, and decision-making accelerators.

The debate over the "demise of multilateralism" often treats these flexible coalitions as evidence that international order is unravelling. @stephofmann.bsky.social @anaprokhorov.bsky.social and I did some archival digging and found that AHCs have always been part of the global governance toolkit.

I illustrate my claim with two cases from #Bulgaria 🇧🇬 Both NDSV (2001-2005) and PP (2021-22) mobilised #corruption to reshape national security priorities. Tying corruption to foreign policy allowed NDSV to bring #Russia out of the agenda and PP to bring it back into domestic politics.

As party competition increasingly spills over into foreign policy discussions, novel security dimensions dominate the national agenda at the expense of previously contending issues. Long story short: challenger parties can bring foreign policy issues in and out of political discussions.

Yet we need to explore the theoretical and methodological challenges of studying the international dimension of the far-right. The "far-right" is not a Western phenomenon, but it is for sure a Western concept. Academic debates need to consider ways to de-Westernize this research agenda.

Together, we unpacked thin/thick ideologies of the far-right, transnational coalitions and networks, mainstreaming/radicalization, institutional responses, and policy effects. We agreed that policy contexts, venues, and societal changes matter.
