A SAM missile battery cannot be at two places at once. Since Ukrainian long range drones are not super accurate at this time, hardened targets are not at high risk of disabling strikes so deployed air defenses can be limited. Having many more Taurus and Scalp changes that risk calculus.

They are holding back, of course. Their air forces don’t want to have bare cupboards. Even 100-200 more of them and the German Taurus sent now would make a huge offensive difference. They put important hard targets at greater risk, requiring Russia allocate finite air defense assets to protect.

Ukraine only has so many weapons to hit so many longer range targets. More is always better. Also a cruise missile with a 1-3 meter CEP, 300 kg warhead, stealthy profile and hard target capacity like Taurus or Scalp requires one or two to obliterate a target, where 5-6 FP5 Flamingo might be needed

If they were made available it would enable Ukraine to hit targets harder within their 500 km range and require Russia to also redeploy air defense assets given their speed, stealth, accuracy and destructive punch. That frees up Ukrainian long range weaponry to blitz the refineries and terminals

Given US trade policy towards Canada it is perfectly legitimate to offer additional incentives to help promote domestically manufactured brands over American made ones to help support Canadian jobs. Potash is a heavily in demand and finite supply commodity. Substituting Belarusian potash instead of Canadian supply will just lead to our supply being demanded elsewhere to meet the demand. It is like oil, if x doesn’t buy it, y will. The government now needs to expedite port expansions.
