The biggest problem with NATO is that the US has a pro-Kremlin government. It will continue crippling NATO.
The EU's proposals around this are the Emergency Security Protocol, Europe’s own “NATO Article 4,” and a European Security Council working with Canada, Norway, the UK and Ukraine.
