virtue is excellent upscale southern. it’s pricey for hp but cheap for the quality cafe 53 no joke has the best sandwiches in the city—get the vegan sumac chicken robust: their coffee is great & food is too daley’s diner—oldest restaurant in the city. standard diner. it’s good

this is actually a rlly complex legal question left unanswered by a supreme court case in which chicago was a litigant! but generally you can constitutionally do a dispersal order (no crim consequences) for “disturbing the peace” or “blocking the public way” and then crim liability for noncompliance
