A fairer, more equitable tax system will result in more accurate allocation of resources, a decrease in countywide millage rates, and an end to surprise tax bills every time someone buys a new home. Our analysis suggests that the average homeowner’s property taxes will go down.

The current system puts a heavy price on new construction and renovations, new homebuyers moving in, and even longtime homeowners upsizing or downsizing. The entire market is frozen in place, and our economy suffers for it.

Doing nothing is not free. When the county does not reassess, the tax system stops treating similar properties alike. People who buy, build, renovate, or move end up carrying more than their fair share, while others carry less.

In human terms, that comes out to roughly $1.20 per parcel, $0.83 per resident, or 0.03% of the county’s $3 billion 2026 budget. The cost of doing nothing, on the other hand, is far more than you might think.

Performing reassessments in-house, with the use of modern technology and automated valuation methods, would be much less expensive. Our analysis estimates that doing so would cost the county an additional $1 million per year.

During previous court-mandated reassessments, Allegheny County has paid outside firms roughly thirty million dollars to have human experts use old-school methods to assess each of the 580,000 parcels within county limits.

Property taxes are the grease that keeps the wheels of local government turning. However, Allegheny County has not performed a countywide reassessment since 2012, when a court ordered it to do so after a lawsuit from PPS.

What does this mean? Tax revenues will go up, both from increased property taxes and the income taxes levied on new residents, a much-needed boost to the budgets of municipalities whose populations peaked in the 1920s.

At an estimate of 1.5 people per unit of housing, this single building will provide homes to 375 people, potentially raising the combined populations of Homestead and West Homestead by as much as eight percent without displacing a single longtime resident.

Looking at this map of The Waterfront and its surroundings, it is clear that a project of this scale could not be built almost anywhere in the southern part of the East End. Indeed, many of the existing structures in this area would be illegal to build today.

Land use in The Waterfront is zoned under the Waterfront Development District (circled in blue). Here, multifamily housing is legal by right as long as it complies with relatively lax restrictions. The closest corresponding zoning district in Pittsburgh is RM-H (circled in red).
