6.0 Final Score and Offset Liability
Significant residual impacts will occur to environmental matters from the development of the
study area and environmental offsets will likely be required through the State and
Commonwealth approvals process. A land-based approach is required for significant
residual impacts to MNES and a land-based approach should take precedence for MSES as
these can be co-located in a single or multiple offset areas. Any residual MSES not covered
by a land-based approach can then be sought through a financial settlement.
6.1 Combination Offset for MSES
A land-based offset will primarily be sought for those State prescribed environmental matters
where a significant residual impact will occur (Table 27). Any proposed offset area for MNES
can also be ground-truthed for those prescribed environmental matters in Table 27. Any
residual quantity for those prescribed environmental matter not covered by a land-based
option may be sought through the DES web-based financial settlement offset calculator.
6.2 Land-based Offset for MNES
A referral and subsequent approval under the EPBC Act is required for significant impacts to
MNES. Overlapping significant environmental matters within the study area where a
significant impact under the EPBC Act have been identified as likely to occur include Koala
and Squatter Pigeon (Southern) habitat (Table 31). Given that significant impacts to MNES
will occur within the study area, offsets in accordance with EPBC Act offset policy will be
required. Note that there is a minimum of a 90 % land-based offset mechanism required
under the EPBC Act offset policy. Multipliers for land area are determined via a number of
parameters, many of which are dependent on attributes of a suitable offset land parcel, and
will therefore be determined when additional information from the offset strategy is available.

Quite a bit.

I think a lot of us believe that companies should earn a profit by competing through better products at attractive prices. But we are starting to see an escalation in how consumers are getting soaked.

Here’s a few examples:

- Surveillance pricing: This is the practice where a company can figure out your browsing history, contact list, geolocation history, and more to target you with a specific price, rather than using a price tag. New AI models can help facilitate personalized price gouging. This means you might pay more for a flight if an airline knows you need to get to a job interview or funeral.

- Junk fees: I see a bunch of questions below on this already. Rather than compete on an upfront price, we’re seeing companies advertise one price but then load up the final tab with fees. We see this with tickets, rental cars, hotels, and so much more. This lets companies game search results online and mask price hikes.

- Consolidation: When companies can corner the market, it’s easier for them to jack up prices. Sometimes when we walk down the grocery aisle, we think we have a lot of choices. But, in reality, two or three companies control all of the options. One megamerger was just announced involving two of the nation’s largest freight railroads. This has the potential to raise prices across the economy.

Unfortunately, over the last six months, we’ve seen how federal law enforcement is turning a blind eye to all sorts of illegal practices affecting consumers and businesses. The Department of Justice rubber stamped a big credit card merger, and the Consumer Financial Protection Bureau hasn’t filed a single lawsuit against a company breaking the law, even as crimes against consumers are spiking."

Republican Senator Josh Hawley of Missouri said on social media Thursday that Energy Secretary Chris Wright had assured him that he will be “putting a stop to the Grain Belt Express green scam.” The Grain Belt Express is an 804-mile-long, $11 billion planned transmission line that would connect wind farms in Kansas to energy consumers in Missouri, Illinois, and Indiana, which has been nearing construction after “more than a decade of delays,” The New York Times reports. But earlier this month, Missouri Attorney General Andrew Bailey, a Republican, put in a request for the local public service commission to reconsider its approval, claiming that the project had overstated the number of jobs it would create and the cost savings for customers. Hawley has also been a vocal critic of the project and had asked the Energy Department to cancel its conditional loan guarantee for the transmission project.
