PROFS is deeply concerned about recent federal action impacting the distribution of National Institutes of Health research grants. Our statement is below. profs.wisc.edu?p=10162
PROFS Statement on the Executive Order 
Impacting National Institutes of Health Research Awards

On September 18th, the Trump administration ordered the Office of Management and Budget to draft new rules, in the form of an executive order, that would affect how the National Institutes of Health would make research awards. The proposal would create a committee that would have veto power over the scientific committee’s decisions about the granting of awards, and would politicize decisions about what science to fund, rather than base them in science.

On September 23rd, major news outlets reported that the White House is moving away from the proposal after significant pushback from Republican and Democratic members of Congress.
But make no mistake: the Trump administration is no friend of science, and it will undoubtedly continue to intrude politically on the eighty-year-old compact between the federal government and the nation’s research universities to advance scientific discovery, knowledge, and research wherever it leads.

This latest episode shows the power of advocacy: had those brave senators and representatives not expressed their objections to the Trump administration putting its political thumb on the scale of research, it would have moved forward with its plan. And PROFS is aware of this power, and plans to use it. We are in contact with members of the Wisconsin Congressional Delegation in Washington, urging them to reject the administration’s Lysenkoist approach to discovery, and will continue to advocate for the advancement of knowledge free from ideological and political constraint.

WARF provided more than $160 million in research support to UW-Madison and the Morgridge Institute for Research in FY26. The total includes a special grant of $27 million for UW-Madison's research initiatives in health and technology (fusion, brain health, quantum computing, and national security).

The NIH and the Department of Defense have signed an agreement that would transfer research projects in the infectious disease institute (NAIAD) to DOD. Research projects totaling about $700 million are targeted, but a spokesperson said said the transfers would be determined on a case by case basis.

The House has now passed (370–48) the Senate's version of the continuing resolution, so the government will remain funded until Dec. 11 and the OMB rule will remain on ice until then as well.

The state ends the 25-26 fiscal year a budget surplus of about $3 billion, collecting more tax funds than expected. A bipartisan deal to return some surplus funds to taxpayers and increase K-12 funding passed the Assembly but fell apart in the Senate last spring.

Scoop: For nearly a year, NSF has struggled to make new grants. Now we know that it will not catch up. In fact, NSF will award just 6,100 new grants—a 30% y/o/y decline, itself down from a previous avg. of 11,000+. In fact, the last time NSF awarded so few grants was in the early '80s.

Education Secretary Linda McMahon sent a new letter to colleges and universities calling for reform in higher education. Unlike an earlier letter, this "call to action" had input from the presidents of Arizona State and Washington University and leaders of the Association of American Universities.

ICYMI: UW-Green Bay announces UW System's first reduced credit bachelor's degree, a 100-credit computer science degree that can be completed in about 3 1/2 years. The Board of Regents revised a policy in March allowing UW institutions to offer 90-credit degree programs.

Nearly 500,000 comments were made, mostly in opposition, to the Trump Administration's plan to rewrite how federal research grants are made. UW-Madison submitted 13 pages with the university's concerns, citing new burdens, disruptions in research and the talent pipeline and a lack of transparency.

The University of Iowa announced it will eliminate 10% of its graduate teaching assistant positions. While no current TA's will lose their jobs, about 80 fewer positions will be posted in the fall. The university plans to utilize instructional staff or undergrad teaching assistants to compensate.

Last Friday, the Trump White House announced new rules that would give oversight of federal grants to senior political appointees. The proposal also bans certain foreign collaborations and cuts support for publishing costs. The current system of indirect cost reimbursement was left unchanged.

Despite a recent $1 million pay raise, Michigan State President Kevin Guskiewicz is leaving the university for Clemson. Guskiewicz led UNC-Chapel Hill before arriving at MSU two years ago. In a statement yesterday, Gusckiewicz expressed frustration with the MSU board's focus on past conflicts.
