There is not much to be gained in pondering whether U.K. voters might consider U.K. membership of the EU when it’s also for the governments (and perhaps also the peoples) of 27 EU states to decide if they want the U.K. back. Politicians have a tendency to focus on U.K. interests.

The Treasury underestimated the impact of the triple lock was that they did not anticipate the seesaw between inflation and earnings. That is what has led to the big rise in spending and the pension growing well ahead of earnings. There are proposals around to ensure it grows with earnings.

There is not a single safeguard or legislative tweak that will ever satisfy critics of assisted dying law reform. Yet public opinion consistently and repeatedly shows voters want to see the law changed. Legislators need to get on with it.

No doubt there will be statutory intervention but the difference is the absence of an “England Act”. While devolved legislatures act within the constitutional constraints of the devolution statutes, Burnham has unconstrained resort to parliamentary sovereignty.

It also deflects attention from the fact that this shift in power - essentially devolution for England - is produced without the statutory framework that exist in Scotland Wales and N Ireland. This is unconstrained devolution.

But what is interesting about this version of English devolution is that there is no “constitutional” statute framing it. Instead it is devolution unconstructed by limits on competence.

The irony of that is that PM’s big policy push is only about English devolution and unlike Scotland, Wales or N Ireland it is unconstrained even by statute. This is English devolution backed with the full unbridled sovereignty of the U.K. Parliament.

Olly Robbins decision to seek a public law remedy is interesting. It is a more oblique review of the extent of PM’s powers over senior civil servants than a more specific claim about the substantive basis for his dismissal. Begs comparison with challenges to Trump’s dismissal of top govt employees.

That UK is soon to have its 7th PM since the Brexit vote ten years ago and that its politics is dominated by a sense that people are poorer with failing public services ought to fall us that leaving EU was never a magical solution to all the UK’s problems.
