One difference today, wealthy folks use elaborate shelters to minimize their taxable income, sometimes by 100%, e.g., Elon Musk. A key GOP goal for years has been to gut the IRS audit staff. They claim it's to save money, but every $1 spent auditing the 1% wealthiest returns $13 to the Treasury.
