I’m not sure how much beer throwing will be a problem. It occurs at some venues during England games but only where it’s encouraged. I can imagine that some big lumps will discourage the idiotic fringe if they do it on the terraces.

I do remember a previous bright idea to identify children who were vulnerable to joining gangs and how that information was abused and used against kids who had never been in trouble. How do we know this won’t happen again? And what if a child starts doing well will the NEETs marker be removed?
