Before Trump decided to weaponize the FCC to prevent negative bias against him, the other president known for doing so was formerly resigned president Nixon. Nixon was intensely hostile toward television networks and journalists whom he believed were biased against him. His administration compiled an "enemies list" that included journalists and media organizations, and the White House pursued regulatory and economic pressure against broadcasters it regarded as hostile.

Most importantly, the administration used the FCC and the regulatory structure surrounding broadcasting as part of its pressure campaign.

Nixon aides explored ways to challenge the licenses of stations owned by networks they considered unfriendly. The administration also encouraged challenges to the licenses of stations owned by the Washington Post, whose reporting was highly critical of Nixon during Watergate.

The important constitutional lesson is that the government doesn't have to announce "we are censoring you." It can create regulatory jeopardy for a broadcaster and thereby make the broadcaster think twice about what it broadcasts.
