This is the People’s CDC Weather Report for the week of September 21, 2026! This Weather Report from the People’s CDC sheds light on the ongoing COVID pandemic and other public health crises.
Heading: "The Weather" Along with the “People’s CDC” logo.

Body text: "We’ve gotten a number of questions about how to explain the differences between CDC and WastewaterSCAN levels. Check out this week’s full report linked in our bio for a description of the differences between the two organizations’ approaches.

Remember, wastewater is an essential tool for tracking changes in COVID and other pathogens over time. The best way to use CDC or WastewaterSCAN data is not to rely on the literal levels they report, but to find the data for the site closest to you and look back to see how your current wastewater value compares to other moments during the pandemic."

Footer: "The Weather Report 9/21/26, peoplescdc.org"Heading: "COVID infections are “Growing” or “Likely Growing” in 27 states ".

A map of the United States color-coded in shades of purple, teal and gray displaying the CDC COVID Model: Current Epidemic Growth Status based on emergency department visits as of September 16, 2026, where purple tones indicate “Growing” or “Likely Growing”, teal tones indicate “Declining” or “Likely Declining”, and gray indicates “Not Changing.” States without predictions are represented in white.

Most of the northern half of the country is a shade of purple indicating COVID infections are “growing” or “likely growing".” Most of the southern half of the country are shades of green indicating COVID infections are “declining” or “likely declining”. A band of states across the middle of the country are white indicating COVID infections are “not changing.

Footer: "Source: CDC, Data Updated: 9/16/26, peoplescdc.org"Heading: "CDC epidemic trends" Along with the “People’s CDC” logo.

Body text: "According to CDC Epidemic Trend data last updated on September 16th, the number of infections is estimated to be “Growing” or “Likely Growing” in 27 states. It is “Declining” or “Likely Declining” in 13 states, and not changing in 10 states.

These values are estimations based on a formula rather than measured data. It is estimated from daily incident emergency department visits reported through the National Syndromic Surveillance Program. An Rt < 1 does not mean that transmission is low, just that infections are declining. They could be declining from a high level to another slightly lower high level."

Footer: "The Weather Report 9/21/26, peoplescdc.org"Heading: "9/11 Health Impacts — 25 Years Later" Along with the “People’s CDC” logo.

Body text: "On September 8, the Mamdani administration in New York City launched a portal of 170,000 previously classified documents related to the attacks, along with memos revealing the city’s mishandling of the response. New Yorkers were led to believe the air was safe, when it remained laden with pollutants for months. Instead, city officials downplayed concerns for a premature “back to normal” approach to avoid the responsibility of guaranteeing clean air. If you haven’t watched it yet, we recommend checking out Democracy Now’s coverage of the 9/11 response. We recognize in this story the same prioritization of “normal” for the sake of global markets and to the detriment of public health that characterized the COVID response."

This comes as the measles outbreaks across the US continue to rage and RFK Jr. continues to downplay them. As such, RFK Jr. instructed the new CDC Director to remove these deaths from the CDC’s official tally.

The Secretary, who has no medical or public health training, claimed the children had underlying conditions so they might have died with measles and not from measles. A tactic the federal government has grown quite comfortable using to minimize COVID deaths."

All of the states that touch the Southern border of the country are experiencing “moderate,” “high,” or “very high” levels except for New Mexico which is “low.” Seven states that touch the northern border of these elevated states such as Arkansas, Tennessee, Oregon and North Carolina are also experiencing “low” levels. Montana and Washington are northernmost states that are experiencing elevated levels, reading at “high” and “moderate” respectively. Alaska, the US Virgin Islands and Guam are experiencing “moderate” levels. North Dakota is gray meaning “limited/no data.”

Body text: "The US Federal Drug Administration (FDA) has approved four new COVID vaccine formulations for the fall. These vaccines should be available in your local pharmacies soon if they are not already.

Updated COVID vaccines have been repeatedly demonstrated to safeguard against severe illness and hospitalization in people of all ages, because COVID mutates and requires updated, targeted protection. The CDC’s official list of high-risk conditions is extensive and likely includes most Americans, so many under 65 are eligible for these shots and may not know it. Pharmacists may not be aware that “high risk” includes many conditions , so you should prepare for the potential discussion."

COVID levels continue to rise, discrepancies between CDC wastewater and WastewaterSCAN, and states fight the roll-out of Medicaid work requirements imposed by One Big Beautiful Bill.
Heading: "The Weather" Along with the “People’s CDC” logo.

Body text: "Despite discrepancies between the CDC’s values and WastewaterSCAN’s, both the rise in wastewater elevation that we are seeing in Southern and Southwestern states in the CDC’s map and the “High” to “Moderate” levels in all regions in the WastewaterSCAN map seem as though they could indicate the beginnings of a late-summer wave.

Wearing a properly fitted N95/KN95/KF94 mask indoors and in crowded outdoor spaces, regular testing, and year-round masking policies at hospitals and nursing homes are baseline precautions that minimize viral transmission for everyone, and should be implemented at all levels of wastewater spread."

Happy LGBTQI+ Pride Month, our new interview segment titled “Take Action Locally,” COVID “low” and “very low” except in Missouri and Guam, Rotavirus and Norovirus at “moderate” levels.
Heading: "Pride month & "take action locally" interviews". Along with the “People’s CDC” logo.

Body text: "The interview outlines an ongoing campaign that ACT UP NY is conducting to strengthen the Department of Health and Mental Hygiene (DOHMH)’s free clinic program with longer hours, more locations, gender-affirming care, a free KN95 mask program, and by reinstating free and timely COVID/Flu/RSV PCR testing which was closed in 2025.

Since this interview was conducted, DOHMH has announced that they will introduce city-funded and city-run gender affirming care services for adults starting soon at their free clinic in Corona, Queens. Although ACT UP NY is not mentioned in this announcement, we are sure that this decision is directly related to their ongoing clinics advocacy campaign."

Body text: "According to WastewaterSCAN, national rotavirus levels have decreased to “medium” from their past couple of weeks at “high.” Levels in the Northeast remain “high.”

Rotavirus is an easily transmissible virus that can cause severe diarrhea and consequential dehydration in infants and children. The current rotavirus vaccine prevents 40,000 to 50,000 hospitalizations annually. Rotavirus is one of the vaccines that MAHA is making efforts to remove from the current vaccine schedule. Recently, Trump issued an executive order for HHS to move to adopt the limited schedule, putting more children at risk."

Footer: "The Weather Report 6/29/26, peoplescdc.org"Heading: "Norovirus" Along with the “People’s CDC” logo.

Body text: "According to WastewaterSCAN, norovirus is at “medium” levels nationally.

It is important to maintain hand hygiene to protect against this infectious disease, as it is spread primarily through contaminated surfaces, contaminated food, or contaminated water.

Norovirus can also be aerosolized from vomit, so it is important to wear a mask if you’re caring for a sick friend or family member with norovirus."

Footer: "The Weather Report 6/26/26, peoplescdc.org"Heading: "Measles" Along with the “People’s CDC” logo.

Body text: "Measles virus has been spreading rapidly across the US for over a year now. The worst outbreaks have been reported in Texas, Utah, South Carolina, New Mexico, and Florida, but dozens of other states have also reported increased cases.

In 2025, the US saw 2,288 confirmed cases. Just 6 months into 2026, we already have 2,228 confirmed cases.

These outbreaks across the world can likely be attributed to misinformation about vaccine safety, poor access to vaccines, mistrust in government officials, and the dismantling of public health infrastructure by domestic and international parties."

An Interview with ACT UP New York about their public health advocacy campaigns.
This is part two of ACT UP's answer to the question "Since the founding of the NYC free condom program, have you had to do any maintenance advocacy to keep it alive?"

ACT UP New York continues "We had just begun a social media campaign about the defunded free condom program when, at the next meeting with DOHMH (we had arranged follow-up meetings with them until the problem was resolved), they announced that they had found a new source of funding for the condom program and it would resume over the summer.

That experience was a brutal lesson in how quickly the onset of a newer and concurrent crisis like COVID can be used as an excuse for bureaucratic negligence and indifference that is powerful enough to undermine one of an organization’s core missions, in this case, STD prevention through condom distribution."

The website peoplescdc.org is in the bottom right corner.PCDC asks "How are HIV and COVID connected?"

ACT UP New York answers "HIV and COVID have caused the deaths of millions of people. Much of the early response to COVID was informed by AIDS activists and experts who understood the nature of infectious diseases better than anybody.

Our history has taught us that the government is not going to protect us; we protect us. While ACT UP continues our fight to end AIDS, we also continue to fight for COVID prevention and treatment services, like free PCR tests, KN95+ masks, vaccines, and antivirals.

HIV/AIDS is not over, and neither is COVID."

The website peoplescdc.org is in the bottom right corner.PCDC asks "How do HIV and COVID or Long COVID affect the transgender community?"

ACT UP New York responds "HIV-positive and transgender people are at higher risk for COVID-19 and Long COVID than the general population.

Both populations face healthcare access barriers such as provider discrimination, loss of insurance, and rising costs, as well as racial, ethnic and socioeconomic disparities that impact their ability to get high-quality, affordable and timely health services."

The website peoplescdc.org is in the bottom right corner.PCDC asks "For people outside of NYC looking to advocate for the strengthening or the start of a free clinic system, a free condom program, gender affirming care or a free KN95 mask program in their areas, what should their first step be?"

ACT UP New York responds "[Start] with building relationships in all levels of government from your city council person to your state legislators. From there you pay attention to the budget [...]. However, this is not just about political organizing, but engaging communities who are in-need of healthcare with on-the-ground resources to promote public health.

For instance, ACT UP NY organizes the Health Fair each and every Pride month since 2021 to bring PPE, testing, and healthcare consultation to the people!"

The People’s CDC is starting a series of interviews with organizers doing public health advocacy on a local level in different regions across the United States.
This is part two of ACT UP's answer to the question "What is your free clinics advocacy campaign?"

ACT UP New York continues "For decades, the city has operated free sexual health clinics across the city [...]. The problem of clinic overcrowding is so bad that clinics can start turning walk-ins away earlier than [their 3:30pm closing time] because the line is too long and they would never be seen by close.

Perhaps the most diabolical aspect of the 3:30pm closing time is that clinics close right as high schools are ending their day, so students have little chance of walking in at a clinic outside of their school hours. Under 18 young people are a sexually active, high risk population that we want to reach with counseling and treatment, and DOHMH has essentially forgotten them!"

The website peoplescdc.org is in the bottom right corner.PCDC asks "What goals is your free clinics advocacy campaign trying to accomplish?"

ACT UP New York answers "We are tired of the reduced hours, early closures and reduced geographic coverage at the Sexual Health Clinics. Eight million people cannot share 6 clinics. We are tired of the wind down of free COVID/Flu/RSV PCR testing and treatment services while the Flu and RSV still spread seasonally and while COVID still spreads year-round.

We are tired of DOHMH pitting one type of care against another and asking its constituents to choose who is able to receive care and for what ailment.

Revoking any service that once existed while that virus is still spreading is segregating the option to be treated away from those who have less money [...]."

The website peoplescdc.org is in the bottom right corner.PCDC asks "What is the NYC free condom program?"

ACT UP New York answers "The NYC free condom program gives away millions of free safer sex products like condoms and lubricant at 1,000 locations throughout the 5 boroughs of New York City. The program is managed by the city’s Department of Health and Mental Hygiene (DOHMH).

The program ships safer sex products to bars, shops, community centers, health centers, and churches which enroll for the program through a web portal. The web portal allows everyday NY-ers to search for condoms, lubricant, etc by zip code."

The website peoplescdc.org is in the bottom right corner.PCDC asks "Since the founding of the NYC free condom program, have you had to do any maintenance advocacy to keep it alive?"

ACT UP New York answers "In 2023, after businesses had reopened and were seeing more patrons, we started hearing from bar staff that the condom program had not resumed and that the web portal used to order more safer sex products was broken.

We essentially pleaded with [DOHMH] how important condoms are to the LGBTQ+ community that is most at-risk for HIV, MPOX and other STDs, especially low-income people without regular access to healthcare. It was a bizarre dynamic for us as community members to have to explain to DOHMH staff how much the free condom program means to the community and HIV prevention."

ACT UP New York answers "The free clinics campaign seeks to update and rethink how the city’s sexual health clinics operate in our new reality of increasing and ongoing deadly pandemics (HIV, COVID, MPOX, etc).

We began the free clinics campaign in 2024 after realizing that the city’s Department of Health and Mental Hygiene (DOHMH) was slowly winding down COVID testing and services in each borough of NYC and that operating hours at their existing sexual health clinics were not returning to pre-COVID schedules."

A COVID wastewater map of the United States, based on CDC’s data. Heading level one text: “COVID Wastewater Map.” Subheading text: “Time Period: May 31st - June 6th, 2026."

The following color codes depict viral activity levels from lowest to highest: “Very Low” in dark green, “Low” in light green, “Moderate” in marigold, and “Very High” in red. “Limited/No Data” is shown in gray.

In the map, the majority of the United States is in dark green meaning “Very Low” viral activity levels. Louisiana is light green meaning “Low” levels. Guam, and Mississippi are outliers. Guam is red meaning “Very High” levels, and Mississippi is marigold meaning “Moderate” levels. Oregon, Montana, U.S. Virgin Islands, and North Dakota are grey meaning “Limited/No Data.”

Body text: "A new study led by Drs. Miao Cai and Ziyad Al-Aly, looking at patient data in the US Department of Veterans Affairs, compared those who had a confirmed case of COVID-19 and those who did not, among both hospitalized and non-hospitalized patients. They found those who had a confirmed COVID-19 case were at significantly higher risk of contracting another infection (bacterial, viral, or fungal) later on compared to those that did not have a confirmed case of COVID-19.

This statistical association adds to the growing body of evidence that COVID can cause lasting damage to one’s immune system, regardless of the severity of symptoms."

Whose lives will be changed by the freedom of choice provided by the mass availability of masks?
White text reads "On a collective level, the introduction of KN95/N95 masks created a change on a scale that society has not experienced since the mass adoption of condoms. With the introduction of condoms, over time there were enormous changes to how groups such as women, queer and trans people, and teens were able to interact with the world and what kinds of lives they had access to pursue. Condoms gave these groups access to preventing pregnancy and STIs confidentially and without the approval of any doctors or politicians. A new sense of bodily autonomy was unlocked." Between the lines of text is a group of people of all different skin tones, races and religions with different color clothing, and lower down a long-haired person with light brown skin doing a trick on a skateboard.

The COVID pandemic has and will continue to shape all of our lives in many ways. What will our world look like when KN95 and N95 masks have been around for 30 years?

Bold white text reads:
"The COVID pandemic has and will continue to shape all of our lives in many ways. In the United States, six years in, one notable effect we can reflect on is masks."

There is a large white KN95 mask in the middle of the page. At the bottom of the page the People's CDC logo appears in teal next to their website peoplescdc.org.White text reads: "Before the increased production of KN95 and N95 masks for medical and social use, the only technology that was widely available in the US for preventing airborne viruses was abstinence from social space. Isolation.

Surgical masks that had been implemented in prior pandemics such as SARS 1 were useful, but they worked best when the person who was sick could both realize that they were sick and then wear a mask, two things which cannot always be counted on."

White text reads: "With the mass availability of KN95 and N95 masks, for the first time the everyday wearer can prevent a vast amount of virus particles from reaching their body, independent of those around them who may be sick and not know it. What does this mean?"

The website peoplescdc.org is in the bottom right corner.White text reads "On an individual level, having access to KN95/N95 masks could mean choosing to prevent illness before a big vacation that’s coming up, or before going on a date." This is illustrated with clip art of a colorful beach ball.

Heading: "One State with
“High” Levels"

Subheading: "The Weather Report 5/04/26"

A map of the United States with the CDC’s newly updated color code which uses shades of blue, green, orange, pink and purple to depict COVID Wastewater Viral Activity levels. The header reads “one state with ‘High’ levels.” This map is based on CDC Data last updated on April 30, 2026 with a time period of April 19th to April 25th. Pink and purple correlate with higher viral activity, while the cool colors blue and green represent lower activity. Orange represents moderate. Gray indicates “limited/no data” and stripes indicate “limited coverage” where data is based on less than 5% of the population and may not be accurate for the whole state. West Virginia is orange meaning “Moderate”, Nebraska is red meaning “High”. North Dakota, Guam, and the Virgin Islands are grey meaning “limited/no data”.

Footer: "Source: CDC, Data Updated: 4/30/26, PeoplesCDC.org"Heading: "May Day". Along with the “People’s CDC” logo.

Body text: "This past Friday, May 1st was International Workers Day or “May Day.”

In solidarity with Amazon workers who are denied bathroom breaks and forced to use plastic bottles, British activist group Everyone Hates Elon hid over 300 bottles of fake urine with Jeff Bezo’s laughing face on them throughout the Metropolitan Museum in New York City.

On May 4th, Bezos will visit the museum and be greeted by any undiscovered bottles on the occasion of their annual Met Gala that he has been nominated to chair. "

Body text: "The CDC-based wastewater map was updated on April 30th, and depicts wastewater levels for the period April 19th to April 25th.

It is of note that since we unveiled a new color scheme for the wastewater map on March 11th with cool tones representing “low” and “very low” levels and warm tones representing “high” and “very high” levels, the CDC has also followed suit with an updated map color that reflects the same logic.

We are pleased to see the CDC take steps to move towards an appropriate sense of visual clarity."

Footer: "The Weather Report 5/04/26, peoplescdc.org"Heading: "National Decrease Continue". Along with the “People’s CDC” logo.

A line graph’s title reads “national decreases continue.” The Y-axis is COVID concentration levels from “Very Low” to “Very High”. The X-axis dates are from November 23, 2024 through April 11, 2026. The line graph peaks in December 2024 - February 2025, then again in August and September of 2025, and then most recently in December 2025 - February 2026. Currently all regions have decreased to the “Very Low” level of concentration. This is the first time that the South has decreased to this category since November of 2025.

Heading: "Other respiratory viruses". Along with the “People’s CDC” logo.

Body text: "According to WastewaterSCAN, norovirus and rotavirus are high and very high, respectively.

It is important to maintain hand hygiene to protect against these infectious diseases, as they are spread primarily through contaminated surfaces or contaminated food or water.

Norovirus can also be aerosolized from vomit, so it is important to wear a mask if you’re caring for a sick friend or family member with norovirus."

Footer: "The Weather Report 4/20/26, peoplescdc.org"Heading: "Measles" Along with the “People’s CDC” logo.

Body text: "Measles continues to spread in the US, and since the start of 2026, the total cases have increased in the past few months from 1,281 to 1,748, and last year alone ended with 2,288 total cases during those 12 months.

The majority of cases are being detected in South Carolina, Utah, and Texas.

Vaccination remains the most effective tool to prevent the spread and development of a serious infection."

The border between South Carolina, North Carolina, Tennessee and Georgia shares the largest blue circle of 698 cases. Utah has the 2nd largest numbers with 1 blue circle in the Southwest region and 9 in the North, with the largest circles representing 135, 59, 77 and 47 cases. West Texas has the 3rd largest numbers with 2 blue circles, 1 in Hudspeth and 1 in El Paso with 136 and 24 cases respectively. Collier, Florida has a large blue circle of 103 cases and Mohave, Arizona has 1 of 61 cases.Heading: "Take Action" Along with the “People’s CDC” logo.

Body text: "Oppose Casey Means’s nomination. The Senate HELP committee meeting in February did not go well for the administration. Your voice matters! Numerous senators appear unwilling to support her confirmation. We continue to ask for your support to oppose Casey Means for Surgeon General as she remains uniquely unqualified for the job. Previously, she questioned and doubted the importance of the childhood vaccine schedule.

Her conspiratorial and unscientific beliefs around autism, raw milk, and birth control could cause grave harm to the public, especially as her platform and reach would expand exponentially if nominated."

Heading: "Measles" Along with the “People’s CDC” logo.

Body text: "The South Carolina measles outbreak seems to have been contained, with 0 cases reported in the past two weeks.

(Knocking on wood!) Unfortunately, an outbreak in Tricounty, Utah seems to be picking up steam, driven by low vaccination rates among school-aged children.

And horrifyingly, the county with the second largest increase in numbers over the past two weeks is Hudspeth TX, where nearly all cases have been associated with a so-called “federal detention center” there."

A line graph where the Y axis represents the total number of cases, and the X axis represents the amount of time elapsed in weeks during any given year. There is a different line on the graph to represent each year and they are labeled from 2018-2026. The 3rd highest line is 2019 which grew steadily until week 36 where it stabilized for the rest of the year resulting in a total of 1,274 cases. The second highest line is 2025 which experienced a steady increase for the entire year with a final total of 2,207 cases. The line for 2026 which is represented in blue is about 1,000 cases higher than any other line experienced at its current position of 13 weeks into the year. Though the 2026 line has not yet completed its progress through all 52 weeks, its current placement is notably higher than other years had experienced by this time.

This season, there have been 30 million illnesses, 370,000 hospitalizations, and 23,000 deaths.

We have all been taught to tolerate flu as a baseline annoyance, accepting flu harms as unpreventable realities of cold winter months.

But the reality is that we do not have to accept flu deaths."

"Let us also recognize that in these years, we’ve seen incredible increases in public resistance and the growth of revolutionary capacity. In 2020, decades of abolitionist organizing informed racial justice uprisings across the country in the wake of George Floyd’s murder at the hands of police.

Though the genocide in Palestine is as violent as ever, the public’s understanding of the Palestinian struggle has completely transformed as Pro-Palestinian activists have helped people see clearly the humanity of the Palestinian people and the terror wrought by the Israeli government."

Teal People's CDC logo in bottom right corner"Abductions have been prevented, and so-called “detention centers” have been opposed. Organizers across the country have effectively blocked the building of AI data centers that would consume their water, pollute their environment, and drive up their energy bills.

People throughout this country, many of whom were previously isolated, unaware, or ambivalent, are now plugged in, connecting with their neighbors, resisting authoritarianism, and saying NO! to war."

A message on the 6 year anniversary of WHO's designation of COVID as a global pandemic.
Heading: "COVID 6 Year Anniversary"

Text reads: "March 11 marks 6 years since the WHO declared COVID a global pandemic.

Since March 11, 2020, we have suffered over 7 million unnecessary deaths and over 777 million cases of Long COVID worldwide. We’ve also borne witness to the ongoing genocide of the Palestinian people. Here in the United States, we watch money that we pay in taxes, now over 20 billion dollars, sent without restrictions and spent on the bombing of schools, hospitals, and press, in Palestine, Lebanon, Syria, and now Iran."

Teal People's CDC logo in top right corner"We’ve seen war rage in the Congo and Sudan–the result of capitalist extractivism. We’ve seen our country devolve into authoritarianism, with the current administration committing extrajudicial killings at home, in the Caribbean, and now in the eastern Pacific. We’re now witnessing the starvation of the Cuban people with a decades-long blockade that’s escalated and intensified, and the pursuing of regime changes by military intervention in Venezuela and Iran.

We’re watching ICE kidnap, detain, and murder our neighbors. We’ve seen historically devastating storms with catastrophic and deadly wind and flooding. We’ve seen skies turn blood red and air quality turn toxic as wildfires ripped through Boreal forests and smoldered in permafrost."

Teal People's CDC logo in bottom right corner"Six years of preventable illness and death, increasing authoritarianism, environmental devastation, and war.

Meanwhile, we have continued to work, to love, to learn, to raise our children, to care for our loved ones, to buy our groceries, to grow, to fight.

Let us all take a breath."

United States (2026)". Along with “People’s CDC” logo.

A light gray map of the US with county borders outlined in a darker gray depicts the “measles cases reported in the United States” so far in 2026. Colored circles of different sizes indicate the number of cases. A legend above the graphic shows that different sized circles represent 70 cases versus 300 cases versus 700 cases, where 700 cases is represented by the biggest sized circle and 70 cases is represented by the smallest. The circles are either red to depict “imported” measles cases or blue to depict “local” measles cases. The border between South Carolina, North Carolina, Tennessee and Georgia shares the largest blue or “local” outbreak circle of 674 cases since January 1st. Southwest Utah, southern Florida and northwest Arizona have the 2nd, 3rd and 4th largest blue or “local” outbreaks with circles that are sized to a case count of 80, 63 and 40 cases since January 1st respectively. Many other states have at least 1 blue or red circle representing case counts of approximately 10 or less, including California, Washington, Oregon, Idaho, Colorado, North Dakota, South Dakota, Nebraska, Oklahoma, Minnesota, Wisconsin, Illinois, Kentucky, Ohio, Virginia, New Jersey, Pennsylvania, and Maine.
