Too many reporters and editors default to the pronoun "they" and "their" -- a preference of many trans people -- rather than finding and using the correct pronouns she/her or him/he. Don't confuse the audience. Balzac's three rules of writing were "clarity, clarity, clarity." This is the opposite.

The Judge had the discretion to dismiss WITHOUT prejudice but in a censure of how prosecutors played loose & fast with what they knew to be the evidence in this case, has dismissed WITH prejudice. The gov’t is out of business in this one.
