People ask why no one has sued over the Qatari 747. The answer is who owns it. The Air Force accepted the jet for the United States in May 2025. Under 5 U.S.C. § 7342, a foreign gift above $480 goes to the government, not the person. Taxpayers are retrofitting their own plane.
