The HPD and DCP report, "Fair Housing Growth Strategy", is a planning document, not a construction plan. Whether it becomes housing depends on can get designed and built between now and 2036, and how much of that supply comes from the small, unglamorous sites that don't make headlines but add up.

If the city is serious about the 700,000 number, it needs both approaches. Large rezonings for volume, and a real push on permitting speed and financing tools to make small lots viable at scale. Right now that second half of the equation gets far less attention than it deserves.

Get it right, and the building reads as though it always belonged on the block. Get it wrong, and it becomes the kind of infill that makes neighbors distrust density for another decade.

The tradeoff is real: small-lot housing demands more design discipline, not less. Every constraint a bigger site can absorb, tight light and air, awkward egress, narrow floor plates, has to be solved on a lot with no room for error.

This is the logic behind the City Council's Small Lots initiative, and it's worth taking seriously. Small-scale infill doesn't require new infrastructure or years of environmental review. It fits the existing street grid.

Individually, they're too small to interest large developers. Collectively, they could hold a meaningful share of the housing this city needs, delivered faster than large projects and closer to the neighborhoods people already live in.

But scale alone won't close this gap quickly, and we risk missing other opportunities hidden in plain sight. New York has thousands of underused small lots scattered across its outer boroughs, the kind that sit between two rowhouses or behind a corner store.

Most of the public conversation about solving this focuses on scale: rezonings, mega-developments, and incentives for large-scale office to residential conversations. Understandable, given the size of the gap and the urgency this shortage presents.

Vacancy citywide sits at 1.4 percent, the lowest since 1968. For apartments renting below $1,100 a month, vacancy is under 0.4 percent. Those aren't abstractions. They describe a market where the units working New Yorker can afford barely exist.

Electrical incoming service and meters - for a project of this size (3 units) the local utility (ConEd) insists that the meters be within the property line but entirely outside the building. Sigh.

76 n 8th in Williamsburg. The facade is defined through a corbelled brick façade that mediates between scale, pattern, and context. The interior spaces were designed to bring daylight deep into the interior through large openings and carefully framed views of the neighborhood and nearby tree canopy.
The brick facade at 76 N 8th - openings are set within a larger field condition, allowing the layered façade to operate as both a compositional surface and a performative envelope.
