That means housing that is safe, affordable, and workable as people’s circumstances change. A strong floor isn't just about helping someone find a home. It is also about making sure they can stay in that home safely as their needs change.

A safe home with basic accessibility can make an enormous difference in whether someone can remain independent. This is where I think the idea of a Strong Floor matters. The floor has to include the conditions people need to live with dignity.

We talk about aging as a healthcare issue. We should also be talking about housing. If someone wants to remain in the home and community they know, that should be possible.

I was glad to hear Sen. Ed Markey say every child deserves "a very strong floor, and an unlimited ceiling." He tied that floor to health care and education. No family should lose its footing when someone gets sick, and every child deserves a fair chance to build a life.

New York’s affordability challenge is not abstract. People feel it every day in the basic cost of building a life here. I still believe this city can solve hard problems, but we have to be practical about it. A strong floor for New Yorkers, and no ceiling on what this city can build.

To me, this is what a strong floor actually looks like. It's about making sure children are not placed at a disadvantage before they have had a chance to grow. Early education is an investment in children, families, and the economy we all depend on.

Early childhood education gives children a stronger start and also provides families with stability. When parents have access to reliable childcare and early learning, they can work, take opportunities, manage their lives, and build a little more breathing room into the day.

Virginian families are feeling the squeeze - higher costs at the pump, grocery store, and for health care. In the House of Delegates, I expanded SNAP and lowered costs. In Congress, I’ll fight for a strong floor and no ceiling so every Virginian family has a fair shot.

There are already plenty of books that talk about what's wrong. "Strong Floor, No Ceiling" is meant to be a framework for what we could do differently and how to think about it for healthcare, education, the economy, and beyond.

These findings really highlight just how complex decision-making is. Getting it right requires us to consider how different factors influence the choices we make and how we can engineer these factors to ensure ethics remain at the heart of each one.

Upon reflection, it's something I've seen throughout my own career. Agency has not been enough when the structural norms of an organization have not reinforced ethics, and vice versa.

When the typical homeowner experience leaves Americans struggling, everything else becomes harder. A country built on opportunity should make prosperity achievable for the average citizen. Housing has to be part of that equation.
