if it were down to me, they'd be limited to a kW, not required to have pedals(because escooters exist and are just worse feeling ebikes), and restricted to whatever the top speed is on the country's suburban roads is. Anything else is unnecessary red tape

more people should be cycling, 30-40 kmh top speed roads are standard for cyclists to go on, therefore ~500W is a safety device allowing you to keep with traffic, and allowing more people to be on micromobility.
