Ok. I am confused again/still. How does bonus/position tied to impact factor drive submissions to these “grey” journals? Are their IF higher than I assume?

Interesting. How common is for national rankings or even guidance on publications or publishers? This whole concept is new/foreign to me. I don’t think the NIH provides any like guidance to reviewers or applicants. But I dunno
