Partly. Also NYC pizzerias are all basically at sea level, which affects rise a lot. Also pizza is a walking snack in NYC so it needs to be a one-hander. But the ability to make that crust comes from the water more than anything.

It's the aqueduct water from Putnam County. NY pizza maker tried to open a place in Florida. Couldn't get the dough to come out right. Family sent a gallon of NYC tap water, dough came out perfect.
