In the face of the child hunger crisis unfolding in plain sight, Chair Boozman’s farm bill proposal falls short on SNAP, despite including a step in the right direction, and further changes are needed before the legislation moves forward.

New USDA data show 2.5 million fewer people participated in SNAP in December compared to July, when the Republican megabill (H.R. 1) enacted the deepest SNAP cuts in history. This is only the beginning — even more people will lose SNAP as the full brunt of these cuts take effect.

“Congress must act quickly to avoid a SNAP crisis so that millions of Americans can continue to access grocery benefits and states can have relief from the immense financial and administrative burden that threatens their ability to operate the program.

We are disappointed that the House Agriculture Committee has moved forward a bill that refuses to acknowledge the critical role SNAP plays not only in fighting hunger but also in supporting farmers and local economies.

“This markup was a missed opportunity to reverse the massive cuts to SNAP that Congress passed last year and to modernize SNAP so that it can more efficiently and effectively serve the 42 million Americans receiving grocery benefits.

The Committee should reject the current proposal and use next week’s mark-up to produce a Farm Bill that mitigates the cuts and harmful changes to SNAP made by Congress last year,

No Kid Hungry @nokidhungry.org · 17/02/2026
Families, farmers, small businesses, and communities across the country are all counting on Congress to protect SNAP.
100
No Kid Hungry @nokidhungry.org · 17/02/2026
We are running out of time to reverse course before the harmful and unprecedented cuts go into full effect. Without action, SNAP will soon be in crisis at a time when too many families are already struggling with rising costs.
100
No Kid Hungry @nokidhungry.org · 17/02/2026
The bill also does not address the stricter time limits passed by Congress that will force millions of Americans to lose SNAP without improving access to sustainable long term employment.
100
No Kid Hungry @nokidhungry.org · 17/02/2026
But now states are being asked to do more with less on an unreasonable timeline, and this bill does not invest in the administrative resources and state workforce that will actually reduce error rates.
100
No Kid Hungry @nokidhungry.org · 17/02/2026
Even before the devastating SNAP cuts were signed into law last year, states have been working hard to improve their SNAP payment error rates, and they have been adjusting their state budgets in order to continue administering SNAP.
100
No Kid Hungry @nokidhungry.org · 17/02/2026
Instead, this new proposal makes no effort to reverse these cuts, putting families at risk of losing access to grocery benefits and worsening the immense financial and administrative burden on states, rather than providing the relief that is needed.
