It's not an issue of "training." If someone reports a gang-rape, you don't need training to know that you:
-Interview the victim.
-Interview the suspects.
-Interview all possible witnesses.
-Collect all possible evidence.
The police seem to have barely gone through the motions.
The DA: Even less.
