FIFA's a private entity. The 1A restricts govt action, not private orgs enforcing their own code. Argentina agreed to the FIFA rules before entering. Same Trump/Infantino pipeline that gave Balogun the Art 27 ruling now preempting FIFA discipline for ARG. The pattern of ARG favoritism is the point

Adjustment of status under INA 245 is discretionary but it has never been an "extraordinary" form of relief. The new policy today will be challenged in fed court, I have no idea how likely those challenges are to be. From a practical perspective, it changes how I advise clients starting today.
