This, together with the 4 year visa and the separate H1B visa fee are designed to kneecap American universities and even more strangely America tech industry. It is hard to contemplate a more foolish and self-destructive policy goal. Or a better way to sabotage US economically.

The culprit? Like last year, NSF is spending more up front, discontinuing multi-year awards and paying off the mortgage on existing awards. But FY26 and FY25 have similar budgets. What accounts for the difference is that NSF has withheld $1 billion—$1,016,862,632, to be precise.

Scoop: For nearly a year, NSF has struggled to make new grants. Now we know that it will not catch up. In fact, NSF will award just 6,100 new grants—a 30% y/o/y decline, itself down from a previous avg. of 11,000+. In fact, the last time NSF awarded so few grants was in the early '80s.

On the day, the New York Times published an op-ed of Alina Chan, a well-known activist on the topic with a vested interest through her book Viral and a non-profit she founded, with incredibly elaborate visual support from the New York Times visual and graphic artists teams.
