On 10 October, World Mental Health Day offers Lebanon an opportunity to strengthen a national commitment: everyone should be able to access mental health support that respects their dignity, autonomy and rights. Against the pressures of conflict, displacement and economic insecurity, Lebanon’s response must combine accessible services, protection from discrimination and abuse, and meaningful participation by people with lived experience. The World Health Organization’s theme for World Mental Health Day 2026 is “Lived experiences heard: real voices, real change.” It calls for people with lived experience of mental health conditions to help shape the policies, services and decisions that affect their lives.

The National Human Rights Commission, including the Committee for the Prevention of Torture (NHRC-CPT), announced that it has received formal confirmation from the Secretariat of the Sub-Committee on Accreditation (SCA) of the Global Alliance of National Human Rights Institutions (GANHRI) acknowledging receipt of its international accreditation application. The application is scheduled for consideration during the SCA’s 49th session, to be held from 19 to 30 April 2027. GANHRI’s published schedule lists Lebanon among the institutions applying for accreditation for the first time, alongside Switzerland. On 28 September 2026, the Commission submitted its Statement of Compliance with the Paris Principles, accompanied by fifteen supporting files.

أعلنت الهيئة الوطنية لحقوق الإنسان المتضمّنة لجنة الوقاية من التعذيب تلقّيها تأكيداً رسمياً من أمانة اللجنة الفرعية للاعتماد التابعة للتحالف العالمي للمؤسسات الوطنية لحقوق الإنسان «GANHRI»، باستلام ملف اعتمادها الدولي، تمهيداً للنظر فيه خلال الدورة التاسعة والأربعين للجنة، المقرّرة من 19 إلى 30 نيسان/أبريل 2027. ويُدرج الجدول المنشور للتحالف لبنان ضمن المؤسسات المتقدّمة للاعتماد للمرة الأولى، إلى جانب سويسرا. وكانت الهيئة قد قدّمت، في 28 أيلول/سبتمبر 2026، بيان امتثالها لمبادئ باريس، مصحوباً بخمسة عشر ملفاً داعماً. ويعرض الملف الأساس القانوني للهيئة وضمانات استقلاليتها، وإجراءات تعيين أعضائها وتعدّدية تكوينها وضمانات ولايتهم، إلى جانب التمويل والموارد البشرية والمقرّ والتخطيط المؤسسي.

La Commission nationale des droits de l’homme du Liban, incluant le Comité pour la prévention de la torture, a annoncé avoir soumis sa contribution au Haut-Commissariat des Nations Unies aux droits de l’homme sur les droits et la sécurité des enfants dans l’environnement numérique, dans le cadre du processus établi par la résolution 56/6 du Conseil des droits de l’homme. La Commission a également annoncé que le secrétariat du Sous-Comité d’accréditation avait accusé réception de son dossier, soumis pour examen lors de la 49e session du Sous-Comité, prévue du 19 au 30 avril 2027.

أعلنت الهيئة الوطنية لحقوق الإنسان المتضمّنة لجنة الوقاية من التعذيب تقديم مساهمتها إلى مفوضية الأمم المتحدة السامية لحقوق الإنسان بشأن حقوق الطفل وسلامته في البيئة الرقمية، في إطار العملية التي أطلقها مجلس حقوق الإنسان بموجب القرار 56/6. كما أعلنت تلقّي تأكيد من أمانة اللجنة الفرعية للاعتماد باستلام ملفها المقدّم للنظر فيه خلال الدورة التاسعة والأربعين للجنة، المقرّرة من 19 إلى 30 نيسان/أبريل 2027. حماية الأطفال في البيئة الرقمية من منظور حقوقي شامل تدعو مساهمة الهيئة إلى اعتماد إطار وطني شامل يحمي الأطفال من العنف والاستغلال والأضرار الرقمية، ويضمن حقوقهم في التعليم والوصول إلى المعلومات والخصوصية والتعبير والمشاركة.

الملخّص التنفيذي يحتاج لبنان إلى إطار شامل يحمي الأطفال من الأضرار الرقمية، ويتيح لهم ممارسة حقوقهم في الوصول إلى المعلومات والتعليم والخصوصية والتعبير والمشاركة. وتوصي الهيئة الوطنية لحقوق الإنسان المتضمّنة لجنة الوقاية من التعذيب باعتماد قواعد تنظيمية تعالج تصميم المنصات والحوافز التجارية والوصول إلى سبل الانتصاف، وتدعمها برامج التثقيف الرقمي والخدمات النفسية والاجتماعية والتحقيقات الفعّالة. ويتطلّب فرض قيود عمرية تقديم أدلة على ضرورتها وتناسبها، ووضع ضمانات واضحة، ودراسة بدائل أقلّ تدخّلاً في الحقوق. يسهم هذا التقرير في العملية التي تقودها مفوضية الأمم المتحدة السامية لحقوق الإنسان بموجب قرار مجلس حقوق الإنسان 56/6.

Executive summary Lebanon needs a comprehensive framework that protects children from digital harm while enabling them to exercise their rights to information, education, privacy, expression and participation. The National Human Rights Commission, including the Committee for the Prevention of Torture (NHRC-CPT), recommends regulation that addresses platform design, commercial incentives and access to remedies, supported by digital education, psychosocial services and effective investigations. Age restrictions require evidence of their necessity and proportionality, clear safeguards and examination of less intrusive alternatives. This report contributes to the OHCHR process established under Human Rights Council resolution 56/6.

The Office of the United Nations High Commissioner for Human Rights advocates the universal abolition of the death penalty, recognizing the fundamental nature of the right to life. In Lebanon, this year’s observance has particular significance following the legal abolition of capital punishment. يأتي اليوم العالمي لمناهضة عقوبة الإعدام، في العاشر من تشرين الأول/أكتوبر، لتجديد التأكيد على حماية الحق في الحياة، والتوعية بمخاطر عقوبة يستحيل تدارك نتائجها، وحشد الجهود من أجل إلغائها عالمياً. وتدعو مفوضية الأمم المتحدة السامية لحقوق الإنسان إلى الإلغاء الشامل لهذه العقوبة، انطلاقاً من الطبيعة الأساسية للحق في الحياة. وفي لبنان، يكتسب هذا اليوم أهمية خاصة بعد إلغاء عقوبة الإعدام قانوناً. وتؤكد الهيئة الوطنية لحقوق الإنسان المتضمّنة لجنة الوقاية من التعذيب أن حماية هذا الإنجاز تستدعي مواصلة إصلاح المنظومة العقابية وتنقيتها من العقوبات القاسية أو اللاإنسانية أو الحاطّة بالكرامة. وستتركّز الحملة المقبلة للهيئة على إلغاء عقوبة الأشغال الشاقة بجميع صورها، المشددة وغير المشددة، المؤبدة والمؤقتة، بما يشمل الحالات التي جرى فيها تخفيض العقوبة لأسباب تخفيفية، واستبدالها بعقوبات تحترم الكرامة الإنسانية والتناسب وتتيح فرصاً فعلية للتأهيل.

Submission to the Committee on the Elimination of Racial Discrimination Review of Lebanon’s combined twenty-third and twenty-fourth periodic reports — 104th session National Human Rights Commission, including the Committee for the Prevention of Torture (NHRC-CPT) Preliminary remarks The continuous inaction, unfulfilled promises, and violation of implementation of Law 62/2016 by the Lebanese authorities to empower the National Human Rights Commission after five years of the ratification of its establishment law and after three years of the appointment of its members is keeping the commission without the needed human resources to collect data and to document violations.

Lorsque le logement devient dangereux, inabordable ou précaire, les conséquences touchent la santé, l’éducation, l’emploi et la vie communautaire. La Journée mondiale de l’habitat, célébrée le 5 octobre 2026 sous le thème « Un logement adéquat pour tous », met en lumière un droit humain fondamental qui revêt une urgence particulière au Liban. Face aux destructions liées aux conflits, aux déplacements de population, aux difficultés économiques et aux inégalités d’accès aux services essentiels, le logement doit occuper une place centrale dans le relèvement national et les politiques publiques. Un logement sûr, abordable et accessible est indispensable à la dignité, à la santé, à l’éducation et à la participation à la vie sociale.

اليوم العالمي للموئل 2026: السكن اللائق للجميع يجب أن يصبح أولوية في لبنان يسلّط اليوم العالمي للموئل، الذي يُحتفل به في 5 تشرين الأول 2026 تحت شعار «السكن اللائق للجميع»، الضوء على حق أساسي من حقوق الإنسان يكتسب أهمية خاصة في لبنان. ففي ظلّ الدمار المرتبط بالنزاعات، والنزوح، والضائقة الاقتصادية، والتفاوت في الوصول إلى الخدمات الأساسية، ينبغي أن يحتلّ السكن موقعاً محورياً في جهود التعافي والسياسات العامة. فالمنزل الآمن والميسور الكلفة والمتاح للجميع ركيزة للكرامة والصحة والتعليم والمشاركة في المجتمع. تحيي الأمم المتحدة اليوم العالمي للموئل في أول يوم اثنين من تشرين الأول من كل عام، بهدف التأمل في أوضاع المدن والبلدات، والتأكيد على حق الجميع في مأوى لائق.

World Habitat Day 2026: Adequate Housing for All Must Become a Priority for Lebanon World Habitat Day, observed on 5 October 2026 under the theme “Adequate Housing for All”, highlights a fundamental human right with particular urgency for Lebanon. Amid conflict-related destruction, displacement, economic hardship and inequalities in access to basic services, housing must occupy a central place in national recovery and public policy. A safe, affordable and accessible home is essential to dignity, health, education and participation in society. Every year, the United Nations marks World Habitat Day on the first Monday of October to reflect on the condition of towns and cities and the right of everyone to adequate shelter.

Célébrée chaque année le 2 octobre, la Journée internationale de la non-violence offre au Liban l’occasion de réfléchir aux moyens de protéger la dignité humaine, de combattre l’injustice et de résoudre les différends pacifiquement. Dans un pays marqué par des guerres successives, des déplacements de population et de profondes divisions sociales, promouvoir la non-violence exige des mesures concrètes : protéger les civils, prévenir la torture, garantir l’expression pacifique, soutenir les personnes survivantes et assurer que les responsables de violations rendent des comptes. Les Nations Unies célèbrent la Journée internationale de la non-violence le 2 octobre, anniversaire de la naissance du Mahatma Gandhi.

On 2 October, the International Day of Non-Violence offers Lebanon an opportunity to reflect on how to protect human dignity, confront injustice and resolve differences peacefully. For a country shaped by successive wars, displacement and deep social divisions, promoting non-violence requires concrete action: protecting civilians, preventing torture, safeguarding peaceful expression, supporting survivors and ensuring accountability. Every year, the United Nations marks the International Day of Non-Violence on 2 October, the birthday of Mahatma Gandhi. The General Assembly established the observance through Resolution A/RES/61/271, adopted on 15 June 2007, to promote non-violence through education and public awareness and encourage a culture of peace, tolerance and understanding.

La candidate du Liban, la Dre Sanaa Hamzeh, a été élue au Sous-Comité des Nations Unies pour la prévention de la torture (SPT) pour le mandat 2027–2030. L’élection s’est tenue le jeudi 1er octobre 2026 à l’Office des Nations Unies à Genève, lors de la onzième réunion des États parties au Protocole facultatif se rapportant à la Convention contre la torture (OPCAT). Selon le ministère libanais des Affaires étrangères et des Émigrés, la Dre Hamzeh a obtenu 76 voix sur les 96 États parties, recueillant le plus grand nombre de suffrages, à égalité avec la candidate grecque.

فازت مرشحة لبنان، الدكتورة سناء حمزة، بعضوية اللجنة الفرعية للأمم المتحدة للوقاية من التعذيب للفترة ٢٠٢٧–٢٠٣٠، في الانتخابات التي جرت الخميس ١ تشرين الأول/أكتوبر ٢٠٢٦ في مقر الأمم المتحدة في جنيف، خلال الاجتماع الحادي عشر للدول الأطراف في البروتوكول الاختياري لاتفاقية مناهضة التعذيب. وبحسب بيان وزارة الخارجية والمغتربين، حصلت الدكتورة حمزة على ٧٦ صوتًا من أصل ٩٦ دولة طرفًا، محققةً أعلى عدد من الأصوات بالتساوي مع مرشحة اليونان. وأعربت الوزارة عن شكرها للدول التي دعمت ترشيحها، متمنيةً لها النجاح في أداء ولايتها والمساهمة في تعزيز الجهود الدولية للوقاية من التعذيب وسوء المعاملة.

Lebanon’s candidate, Dr. Sanaa Hamzeh, has been elected to the United Nations Subcommittee on Prevention of Torture (SPT) for the 2027–2030 term. The election took place on Thursday, 1 October 2026, at the United Nations Office at Geneva, during the eleventh meeting of States parties to the Optional Protocol to the Convention against Torture (OPCAT). According to Lebanon’s Ministry of Foreign Affairs and Emigrants, Dr. Hamzeh received 76 votes from the 96 States parties, achieving the highest number of votes alongside the Greek candidate. The Ministry thanked the countries that supported her candidacy and wished her success in contributing to international efforts to prevent torture and ill-treatment.

La Commission nationale des droits de l’homme du Liban, incluant le Comité pour la prévention de la torture, participe aujourd’hui au processus de consultation organisé par l’Autorité de régulation des télécommunications (ART) sur la politique d’octroi de licences et de déploiement des réseaux d’accès en fibre optique jusqu’au domicile (FTTH). Un atelier spécialisé examine 15 réponses et contributions reçues par l’ART, dont la contribution officielle de la Commission, afin de discuter des observations présentées et de dégager des conclusions communes susceptibles d’orienter le futur cadre réglementaire du secteur.

The National Human Rights Commission of Lebanon, including the Committee for the Prevention of Torture (NHRC-CPT), is participating today in the consultation process organised by the Telecommunications Regulatory Authority (TRA) on the policy for licensing and deploying fibre-to-the-home (FTTH) access networks. A specialised workshop is discussing 15 consultation responses and submissions received by the TRA, including the Commission’s official submission, with the aim of reviewing the comments received and reaching shared conclusions to help shape the sector’s future regulatory framework. The Commission is represented at the workshop by Bassam Al Kantar, Commissioner for International Relations and Information.

A Brief for National Human Rights Institutions Executive summary Digital technologies increasingly shape how people enjoy their human rights. The rights protected under the Universal Declaration of Human Rights and international human rights law apply online and offline. As digital technologies become integral to public life, National Human Rights Institutions (NHRIs) are progressively called on to monitor and address online threats against journalists and human rights defenders, surveillance, discrimination, exclusion from digital services and restrictions on civic space. Two complementary frameworks support this work. UNESCO's Internet Universality ROAM-X Indicators assess whether national Internet environments are grounded in human rights, openness, accessibility, multistakeholder participation, and cross-cutting themes such as gender equality, safety online and environment.
