La Commission nationale des droits de l’homme du Liban, incluant le Comité pour la prévention de la torture, participe aujourd’hui au processus de consultation organisé par l’Autorité de régulation des télécommunications (ART) sur la politique d’octroi de licences et de déploiement des réseaux d’accès en fibre optique jusqu’au domicile (FTTH). Un atelier spécialisé examine 15 réponses et contributions reçues par l’ART, dont la contribution officielle de la Commission, afin de discuter des observations présentées et de dégager des conclusions communes susceptibles d’orienter le futur cadre réglementaire du secteur.

The National Human Rights Commission of Lebanon, including the Committee for the Prevention of Torture (NHRC-CPT), is participating today in the consultation process organised by the Telecommunications Regulatory Authority (TRA) on the policy for licensing and deploying fibre-to-the-home (FTTH) access networks. A specialised workshop is discussing 15 consultation responses and submissions received by the TRA, including the Commission’s official submission, with the aim of reviewing the comments received and reaching shared conclusions to help shape the sector’s future regulatory framework. A Brief for National Human Rights Institutions Executive summary Digital technologies increasingly shape how people enjoy their human rights. The rights protected under the Universal Declaration of Human Rights and international human rights law apply online and offline. As digital technologies become integral to public life, National Human Rights Institutions (NHRIs) are progressively called on to monitor and address online threats against journalists and human rights defenders, surveillance, discrimination, exclusion from digital services and restrictions on civic space. Two complementary frameworks support this work. UNESCO's Internet Universality ROAM-X Indicators assess whether national Internet environments are grounded in human rights, openness, accessibility, multistakeholder participation, and cross-cutting themes such as gender equality, safety online and environment.

Ce chiffre fait suite à une plainte déposée par la famille du ressortissant libanais Ali Afif Nahle, disparu dans la localité de Qantara, dans le sud du Liban.

His family seeks to establish his fate and determine whether he may be held by Israel after searching the rubble of the house without finding him The National Human Rights Commission, including the Committee for the Prevention of Torture, announced that its database now contains 40 cases of prisoners, detainees and missing persons in the context of the conflict with Israel, following a complaint from the family of Lebanese national Ali Afif Nahle concerning his disappearance in the southern Lebanese town of Qantara. His identity and the details of his family’s account are being published with their consent.

Le décret met en application l’article 7 de la loi no 62/2016 et fixe des règles relatives à la conduite professionnelle, à la protection, au signalement et à la responsabilité  La Commission nationale des droits de l’homme, comprenant le Comité pour la prévention de la torture (CNDH-CPT), annonce la publication du décret no 3777 du 7 août 2026, portant adoption de son Code de déontologie, dans le numéro 40 du Journal officiel du 10 septembre 2026. Ce décret complète une partie du cadre juridique et réglementaire de la Commission en établissant des règles contraignantes de conduite professionnelle et des garanties pour les personnes en relation avec la Commission et le Comité.

The decree implements Article 7 of Law No. 62/2016 and establishes rules on professional conduct, protection, reporting and accountability The National Human Rights Commission, including the Committee for the Prevention of Torture (NHRC-CPT), announces the publication of Decree No. 3777 of 7 August 2026, adopting its Code of Ethics, in Issue No. 40 of the Official Gazette on 10 September 2026. The decree completes a part of the Commission’s legal and regulatory framework by setting binding standards of professional conduct and safeguards for the people who interact with the Commission and the Committee.

عائلته تطلب استجلاء مصيره والتحقق من احتمال احتجازه لدى إسرائيل، بعد بحثها عنه بين أنقاض المنزل من دون العثور عليه أعلنت الهيئة الوطنية لحقوق الإنسان المتضمّنة لجنة الوقاية من التعذيب أن قاعدة بياناتها أصبحت تضمّ 40 حالة لأسرى ومحتجزين ومفقودين في سياق النزاع مع إسرائيل، بعد تلقيها شكوى  من عائلة اللبناني علي عفيف نحلة بشأن فقدانه في بلدة القنطرة جنوبي لبنان. وتُنشر هويته وتفاصيل إفادة عائلته بموافقتها. وقالت العائلة  إن الاتصال بعلي انقطع في 26 تشرين الثاني 2024، عشية بدء وقف الأعمال العدائية، حين كان موجوداً في منزل قريب من ساحة القنطرة.

نظام يطبّق المادة السابعة من القانون 62/2016، وينظّم السلوك المهني وحماية الأشخاص والمعلومات وآليات المساءلة أعلنت الهيئة الوطنية لحقوق الإنسان المتضمّنة لجنة الوقاية من التعذيب نشر المرسوم رقم 3777، الصادر في 1 ايلول 2026، والمتعلّق بنظام قواعد أخلاقيات الهيئة، في العدد 40 من الجريدة الرسمية بتاريخ 10 أيلول 2026. ويمثّل المرسوم خطوة في استكمال الإطار القانوني والتنظيمي لعمل الهيئة واللجنة، إذ يحدّد قواعد ملزمة للسلوك المهني، وحماية الأشخاص الذين يتعاملون معهما، وصون استقلاليتهما وثقة الجمهور بهما. يستمدّ المرسوم مرتكزه القانوني من المادة السابعة من القانون رقم 62/ 2016. فبعد أن نصّت هذه المادة على وضع النظامين الداخلي والمالي، أوجبت على الهيئة وضع قواعد أخلاقيات خاصة بها يلتزم بها أعضاؤها وموظفوها وأجراؤها وممثلو الجمعيات وسائر الأشخاص الذين يتعاونون معها في تنفيذ مهامها.

Unannounced monitoring visit reveals serious shortcomings in isolation practices, healthcare, hygiene, security and rehabilitation programmes The National Human Rights Commission, which includes the Committee for the Prevention of Torture (NHRC-CPT), has called for urgent and coordinated government intervention to address the conditions of children deprived of their liberty at the Rehabilitation Centre for Juveniles in Conflict with the Law in Warwar. The call followed a comprehensive, unannounced monitoring visit conducted by a Commission team on 17 September 2026. In a detailed report, the team identified serious gaps between the legal safeguards afforded to children and the living conditions, care and protection actually available at the Centre.

بقلم بسام القنطار * انتهيت للتو من قراءة كتاب «هل تنجح الوقاية من التعذيب؟» للباحثين ريتشارد كارفر وليزا هاندلي، وهو دراسة مقارنة رصينة تتناول واحداً من أهم الأسئلة وأكثرها إهمالاً في النضال العالمي لمناهضة التعذيب. فالكتاب لا يكتفي بالسؤال عمّا إذا كان التعذيب محظوراً قانوناً، أو ما إذا كانت الحكومات قد صادقت على الاتفاقيات الدولية، أو ما إذا كانت التشريعات الوطنية تكفل حقوق المحتجزين بصورة رسمية؛ بل يطرح سؤالاً أكثر صعوبة وواقعية: ما التدابير التي تؤدي فعلاً إلى خفض حالات التعذيب في الممارسة العملية؟ بالنسبة إلى لبنان، لا يمكن أن يأتي هذا السؤال في توقيت أكثر إلحاحاً.

By Bassam Alkantar * I have just finished reading Does Torture Prevention Work?, by Richard Carver and Lisa Handley, a rigorous comparative study that examines one of the most important, and too often neglected, questions in the global struggle against torture. The book does not merely ask whether torture is prohibited, whether governments have ratified international treaties, or whether national legislation formally guarantees detainees’ rights. It asks a more demanding question: which measures actually reduce torture in practice? For Lebanon, this question could not be more timely. Nearly 18 years have passed since Lebanon ratified the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (OPCAT).

Une conférence de presse s’est tenue au siège de la Commission nationale des droits de l’homme, qui comprend le Comité pour la prévention de la torture, situé boulevard Sami El Solh à Beyrouth, afin de présenter le projet de résolution intitulé « Situation des droits humains des détenus libanais et des victimes de disparition forcée en Israël », ainsi que le rapport intitulé « Le statut juridique des prisonniers de guerre, des détenus, des victimes de disparition forcée et des personnes libanaises portées disparues en Israël », en vue de leur présentation au Conseil des droits de l’homme des Nations Unies à Genève.

A press conference was held at the headquarters of the National Human Rights Commission, including the Committee for the Prevention of Torture, on Sami El Solh Boulevard in Beirut, to launch a draft resolution entitled “The Human Rights Situation of Lebanese Detainees and Victims of Enforced Disappearance in Israel”, as well as a report entitled “The Legal Status of Lebanese Prisoners, Detainees, Victims of Enforced Disappearance and Missing Persons Held by Israel”, in preparation for their submission to the United Nations Human Rights Council in Geneva. Le 10 septembre proclamé Journée nationale de prévention du suicide et de sensibilisation à la santé mentale La psychiatre Dre Josyan Madi-Skaff, membre de la Commission nationale des droits de l’homme, incluant le Comité pour la prévention de la torture, a participé à la cérémonie officielle organisée au Grand Sérail, au cours de laquelle le 10 septembre de chaque année a été proclamé « Journée nationale de prévention du suicide et de sensibilisation à la santé mentale ». La cérémonie s’est tenue sous le patronage du président du Conseil des ministres, Nawaf Salam, représenté par le ministre de la Santé publique, Dr Rakan Nassereddine.

10 September Declared National Day for Suicide Prevention and Mental Health Awareness Dr. Josyan Madi-Skaff, a psychiatrist and member of Lebanon’s National Human Rights Commission, including the Committee for the Prevention of Torture, participated in an official ceremony at the Grand Serail marking the designation of 10 September each year as the National Day for Suicide Prevention and Mental Health Awareness. The ceremony was held under the patronage of Prime Minister Nawaf Salam, represented by Minister of Public Health Dr. Rakan Nassereddine. It was organised by the Ministry of Public Health, through the National Mental Health Programme, in partnership with Embrace and ABAAD.

اعلان 10 أيلول "يومًا وطنيًا للوقاية من الانتحار والتوعية حول الصحة النفسية" شاركت الطبيبة النفسية الدكتورة جوزيان ماضي سكاف، عضو الهيئة الوطنية لحقوق الإنسان المتضمّنة لجنة الوقاية من التعذيب، في الاحتفال الرسمي الذي أُقيم في السرايا الحكومية، وأُعلن خلاله اعتماد العاشر من أيلول من كل عام «يومًا وطنيًا للوقاية من الانتحار والتوعية حول الصحة النفسية». وأُقيم الاحتفال برعاية رئيس مجلس الوزراء نواف سلام، ممثّلًا بوزير الصحة العامة الدكتور ركان ناصر الدين، ونظّمته وزارة الصحة العامة، من خلال البرنامج الوطني للصحة النفسية، بالشراكة مع جمعية «إمبرايس» ومنظمة «أبعاد»، وبمشاركة وزراء ونواب وممثلين عن الجهات الرسمية ووكالات الأمم المتحدة والمنظمات الوطنية والدولية والهيئات المهنية والأكاديمية.

Bassam Al Kantar, commissaire aux relations internationales et à l’information auprès de la Commission nationale des droits de l’homme du Liban, incluant le Comité pour la prévention de la torture (CNDH-CPT), a participé à un séminaire intitulé « La pensée verte : entre idéologie et droit naturel ». Organisée par le Forum culturel de Shemlan, la rencontre s’est tenue le jeudi 10 septembre 2026 au domicile du journaliste Nabil Al Mokaddam. Ont également participé au séminaire la Dre Kawthar Shia, chercheuse et autrice spécialisée dans les questions environnementales et humaines ; Fadi Abi Allam, président du Parti vert libanais ; et l’ingénieur Malek Ghandour, président du Forum libanais pour l’environnement.

Bassam Al Kantar, Commissioner for International Relations and Media at the National Human Rights Commission of Lebanon, including the Committee for the Prevention of Torture (NHRC-CPT), participated in a seminar entitled “Green Thought: Between Ideology and Natural Rights.” The Shemlan Cultural Forum organized the event on Thursday, 10 September 2026, at the residence of journalist Nabil Al Mokaddam. The seminar also featured Dr. Kawthar Shia, a researcher and writer on environmental and human issues; Fadi Abi Allam, President of the Lebanese Green Party; and engineer Malek Ghandour, President of the Lebanese Environmental Forum.

شارك مفوض العلاقات الدولية والإعلام في الهيئة الوطنية لحقوق الإنسان المتضمّنة لجنة الوقاية من التعذيب، بسام القنطار، في ندوة بعنوان «الفكر الأخضر بين الأيديولوجيا والحق الطبيعي»، نظمها منتدى شملان الثقافي يوم الخميس 10 أيلول/سبتمبر 2026، في منزل الإعلامي نبيل المقدم. وشارك في الندوة أيضاً كلٌّ من الباحثة والكاتبة في قضايا البيئة والإنسان الدكتورة كوثر شيا، ورئيس حزب الخضر اللبناني فادي أبي علام، ورئيس التجمع اللبناني للبيئة المهندس مالك غندور، فيما أدارتها تمارا الذيب. وفي مداخلته، عرض القنطار مقاربة الهيئة الوطنية لحقوق الإنسان للعلاقة بين تغيّر المناخ وحقوق الإنسان، مؤكداً أن الأزمة المناخية لم تعد ملفاً بيئياً أو تقنياً متخصصاً يمكن تأجيله، بل أصبحت قضية ترتبط مباشرة بالحقوق والحريات والعدالة والمساءلة.

La Commission nationale des droits de l’homme, incluant le Comité pour la prévention de la torture, a organisé, en coopération avec le Comité de dialogue libano-palestinien, la quatrième rencontre de la série « Communiquons pour les droits », intitulée : « Les droits des réfugiés palestiniens au Liban : vers une approche fondée sur les droits et des politiques plus équitables ». Tenue au siège de la Commission à Beyrouth, la rencontre a réuni des représentants d’organisations libanaises et palestiniennes de défense des droits humains, d’organisations de la société civile, de comités des camps, de factions et d’organisations palestiniennes, ainsi que des militants, des chercheurs et des acteurs concernés par la question des réfugiés palestiniens.

The National Human Rights Commission, including the Committee for the Prevention of Torture, in cooperation with the Lebanese-Palestinian Dialogue Committee, held the fourth session of its “Connecting for Rights” series, entitled: “The Rights of Palestine Refugees in Lebanon: Towards a Rights-Based Approach and More Equitable Policies.” The meeting, held at the Commission’s headquarters in Beirut, brought together representatives of Lebanese and Palestinian human rights organizations, civil society institutions, camp committees, Palestinian factions and organizations, as well as activists, researchers, and stakeholders working on Palestine refugee issues. The initiative forms part of the Commission’s efforts to promote dialogue and consultation among public institutions, Palestinian stakeholders, international organizations, and civil society.

عقدت الهيئة الوطنية لحقوق الإنسان المتضمّنة لجنة الوقاية من التعذيب، بالتعاون مع لجنة الحوار اللبناني–الفلسطيني، اللقاء الرابع ضمن سلسلة «نتواصل من أجل الحقوق»، بعنوان: «حقوق اللاجئين الفلسطينيين في لبنان: نحو مقاربة حقوقية وسياسات أكثر عدالة»، وذلك في مقر الهيئة في بيروت. شارك في اللقاء ممثلون عن منظمات حقوق الإنسان اللبنانية والفلسطينية، ومؤسسات المجتمع المدني، ولجان المخيمات، والفصائل والتنظيمات الفلسطينية، إلى جانب ناشطين وباحثين ومعنيين بملف اللاجئين الفلسطينيين. وتأتي هذه المبادرة في إطار حرص الهيئة على تعزيز الحوار والتشاور بين المؤسسات الرسمية والجهات الفلسطينية والمنظمات الدولية والمجتمع المدني، والبحث في السبل العملية لحماية حقوق اللاجئين الفلسطينيين وتحسين أوضاعهم القانونية والاقتصادية والاجتماعية، بما يصون كرامتهم الإنسانية، من دون المساس بحقهم في العودة أو تفسير تحسين حقوقهم باعتباره توطيناً.

Le président de la Commission nationale des droits de l’homme, incluant le Comité pour la prévention de la torture (CNDH-CPT), Dr Fadi Gerges, et le commissaire chargé des relations internationales, M. Bassam Al Kantar, ont reçu, au siège de la Commission à Beyrouth, une délégation composée de M. Mohammad Safa, président du Centre Khiam pour la réhabilitation des victimes de la torture, du Dr Mohammad Tay, directeur de l’Observatoire de Qana pour les droits de l’homme, et de la juriste et défenseuse des droits humains, Dr Marwa Dib. La réunion a porté sur les efforts déployés aux niveaux national et international en vue de faire adopter par le Conseil des droits de l’homme des Nations Unies un projet de résolution concernant les citoyens libanais détenus et victimes de disparition forcée en Israël.

The President of the National Human Rights Commission, including the Committee for the Prevention of Torture (NHRC-CPT), Dr. Fadi Gerges, and the Commission’s Commissioner for International Relations, Mr. Bassam Al Kantar, received a delegation at the Commission’s headquarters in Beirut comprising Mr. Mohammad Safa, President of the Khiam Rehabilitation Center for Victims of Torture; Dr. Mohammad Tay, Director of the Qana Human Rights Observatory; and human rights advocate Dr. Marwa Dib. The meeting addressed ongoing national and international efforts to secure the adoption of a draft resolution by the United Nations Human Rights Council concerning Lebanese citizens detained and forcibly disappeared in Israel.

استقبل رئيس الهيئة الوطنية لحقوق الإنسان المتضمّنة لجنة الوقاية من التعذيب، الدكتور فادي جرجس، ومفوّض العلاقات الدولية في الهيئة، الأستاذ بسام القنطار، في مقر الهيئة في بيروت، وفداً ضمّ رئيس مركز الخيام لتأهيل ضحايا التعذيب الأستاذ محمد صفا، ومدير مرصد قانا لحقوق الإنسان الدكتور محمد طي، والحقوقية الدكتورة مروى ديب. وتناول اللقاء الجهود الوطنية والدولية المبذولة للدفع نحو تبنّي مشروع قرار أمام مجلس حقوق الإنسان التابع للأمم المتحدة بشأن المواطنين اللبنانيين المحتجزين والمخفيين قسراً في إسرائيل، إضافة إلى بحث المسارات القانونية والدبلوماسية اللازمة للكشف عن مصيرهم، وحماية حقوقهم، والعمل على الإفراج عنهم.

عملاً باحكام المادة 15 من القانون رقم 62/ 2016، التي أناطت بالهيئة الوطنية لحقوق الإنسان صلاحية المساهمة بصورة مستقلة في حماية حقوق الإنسان وتعزيزها، وتقديم الاقتراحات والملاحظات بشأن التشريعات والسياسات المتصلة بها، درست الهيئة اقتراح القانون الرامي إلى تعديل عنوان الفصل الأول من الباب السابع من قانون العقوبات والمواد 503 إلى 521 منه. ويأتي هذا الرأي في ضوء الدستور اللبناني، ولا سيما مقدمته التي تؤكد التزام لبنان بالإعلان العالمي لحقوق الإنسان ومواثيق الأمم المتحدة، وفي ضوء التزامات لبنان الناشئة عن العهد الدولي الخاص بالحقوق المدنية والسياسية، واتفاقية القضاء على جميع أشكال التمييز ضد المرأة، واتفاقية حقوق الطفل، واتفاقية حقوق الأشخاص ذوي الإعاقة، وغيرها من المعايير الدولية ذات الصلة.

Loi nº 70 Octroi d’une amnistie générale et réduction exceptionnelle de la durée de certaines peines La Chambre des députés a adopté, Et le président de la République promulgue la loi dont la teneur suit : Article premier Une amnistie générale est accordée pour les infractions commises avant le 1er mars 2026. Elle bénéficie à toutes les personnes ayant contribué à leur commission, que ce soit en qualité d’auteurs, de coauteurs, de complices, d’instigateurs ou de receleurs, conformément aux définitions prévues par le Code pénal. L’amnistie générale entraîne l’extinction de l’action publique et l’effacement des peines principales prononcées.

Law No. 70 Granting a General Amnesty and Exceptionally Reducing Certain Sentences The Chamber of Deputies has adopted, And the President of the Republic hereby promulgates the following Law: Article 1 A general amnesty shall be granted for offences committed before 1 March 2026. It shall benefit all persons who participated in their commission, whether as principal offenders, accomplices, accessories, instigators or harbourers, in accordance with the definitions set out in the Penal Code. The general amnesty shall result in the extinguishment of public prosecution and the expungement of the principal sentences imposed.

قانون رقم ٧٠ منح عفو عام وتخفيض مدة بعض العقوبات بشكل استثنائي أقر مجلس النواب، وينشر رئيس الجمهورية القانون التالي نصه: المادة الأولى: يُمنح عفو عام عن الجرائم المرتكبة قبل تاريخ ١ آذار ٢٠٢٦، ويستفيد منه جميع من ساهموا في ارتكابها، سواء بصفتهم فاعلين أم شركاء أم متدخلين أم محرضين أم مخبئين، وفقاً للتعريفات الواردة في قانون العقوبات. ويؤدي العفو العام إلى سقوط الدعوى العامة وإلى محو العقوبات الأصلية المحكوم بها، كما تسقط جميع الملاحقات والأحكام والقرارات بما فيها الإدارية التي صدرت بحق موظفين بغير تهم الفساد المالي، سواء كانت وجاهية أم غيابية أم بمثابة الوجاهية.

La Commission nationale des droits de l’homme, qui comprend le Comité pour la prévention de la torture, a participé à la session de dialogue organisée par le Centre arabe de recherches et d’études politiques – Beyrouth, en partenariat avec l’organisation SMEX, à l’occasion du lancement d’une note de politique publique intitulée « Protéger les enfants dans leur utilisation des réseaux sociaux : les politiques d’interdiction sont-elles efficaces ? ». À cette occasion, la Commission a présenté son avis sur les deux propositions de loi actuellement examinées au Liban concernant l’utilisation des plateformes de réseaux sociaux par les enfants et les mineurs…

The National Human Rights Commission, which includes the Committee for the Prevention of Torture, participated in a dialogue session organized by the Arab Center for Research and Policy Studies–Beirut, in partnership with SMEX, to mark the launch of a policy paper entitled “Protecting Children in Their Use of Social Media: Are Ban Policies Effective?”. During the session, the Commission presented its opinion on the two legislative proposals currently under consideration in Lebanon concerning children’s and minors’ use of social media platforms. It called for the development of a comprehensive national legislative framework grounded in children’s rights, digital freedoms, and the principles of necessity and proportionality.
