No, there was no trade off, 230 literally protects moderating content. It has nothing to do with classifications. It just says providers and users of online forums can’t be held liable for 3rd party content, even when they moderate.

230 doesn’t say they aren’t publishers, it says they can’t be sued as publishers of user content. It protects being publishers and making publisher decisions about that content.
