Bit disappointing this part. The commission seemed to be keeping their hands off the owners. Feels like knowing the "why" criminals make the choices they do and the "how" they went about it is important. Odd to just back off again once they bumped against HHSM/ADUG. Politically driven decision?

Jesus. From 2011/12 through 2015/16, City's sponsors paid a flat £16m every year while the recorded fee climbed from £86.75m to £136.17m. By 2017/18 the sponsors paid £11m against £145.73m on the books. Outright. Blatant. Fraud.
