I say they need to just overhaul the tax system entirely. They didn't even have an income tax until 1862, and that was to help the Union with the Civil War.

Most of the US workers ive met work paycheck to paycheck, no real savings to speak of. Skipping out on a day of work could literally keep food on the table for millions of people. Walking out of a job could mean job liss, no more money/food, and even worse.
