we have control mechanisms for this. it's called The Law. these guys should be held personally liable for these harms. the suicides, the thefts, the intrusions into computer systems. they should be sued and prosecuted as appropriate. problem immediately solved

it doesn't seem like the article is actually saying they "do not believe in indirect spillover effects." it's saying they're not the correct tool for the job if you're trying to specifically address the affordability of housing for low income people. that seems pretty uncontroversially true.

in the 2000s people set up invite-only torrent trackers, so that you could force people to seed their torrents on punishment of getting kicked off the tracker. those trackers or their predecessors are still around, and have stunningly large repositories of well-seeded, high-quality media.
