5/ Under current lease ("concession") agreement, the private owners are not supposed to rely on public funds, even for capital improvements. And yet... RIGHT NOW, Canada giving $13 BILLION to "modernize" just Toronto & Montreal airports. Who will pay their current DEBTS in "privatization" sale?
The user-pay basis fails to drive the capital investment required for large-scale infrastructure improvement. 

Under the current framework, many Canadian airports have taken on a considerable amount of debt to support airport infrastructure needs. In fact, the current model focuses on revenue-protection measures, designed around access to the debt markets as the primary capital channel, in the absence of public funding or equity. This adds complexity for airport authorities as any change to revenue streams or asset arrangements must preserve debt-service coverage and the collateral supporting outstanding debt instruments.

Compounding these constraints, airport authorities face sustained public pressure to keep aeronautical charges low for airlines and passengers, limiting the ability to raise revenues from core aviation activities to fund necessary infrastructure investments.

4/ While the current operators of 26 Cdn airports are PRIVATE, they are NONPROFIT and have considerable public & govt input, plus public reporting requirements. Their Boards include: prov govt, municipal govt, unions, and community. Privatizing means LOSING CONTROL. No longer stakeholders.
In 1994, the government established the National Airports Policy, which created the National Airports System (“NAS”). The NAS currently oversees 26 airports, including three airports owned and operated by territorial governments. An additional 71 regional airports were identified as non-NAS airports, with ownership and operations being handed down to other levels of government or the private sector.

Under the NAS framework, 23 airports are owned by Transport Canada and leased under long-term ground leases to airport authorities. The airport authorities operate pursuant to the Airport Transfer (Miscellaneous Matters) Act. Airport authorities are private, not-for-profit, non-share capital corporations. They are not Crown corporations, nor agents of the Crown. An airport authority’s board typically has between 9-15 directors. The governance structure is composed of member/directors nominated by: the Minister of Transport; the applicable provincial government; local municipalities; and local non-governmental organizations. Directors have a fiduciary duty to the airport authority and not to the entity that nominated them.

3/ The "concession" model Carney proposes, is just another name for "lease" - to operate, maintain the ENTIRE airport (not just the stores). The private "investor" would own everything, but the land it all sits on. Like Hwy 407.

Privatization is not a binary concept. It encompasses a spectrum of models, each involving different degrees of private participation, risk transfer, and public oversight:

    Full divestiture (IPO or trade sale):

    The government sells 100% of its ownership interest in the airport outright, typically through an initial public offering or a trade sale to a strategic buyer. The private owner assumes full operational and financial responsibility. The United Kingdom's 1987 privatization of the British Airports Authority (BAA) is the paradigmatic example. Birmingham, Bristol, Cardiff, Liverpool, and London City were also fully or partially privatized through trade sales during the 1990s and 2000s.

    Partial privatization (mixed ownership):

    The government retains a significant ownership stake while selling a minority (or in some cases majority) interest to private investors. This model allows governments to monetize assets while maintaining influence over governance and strategic direction.  Long-term lease or concession:

The government retains ownership of the underlying assets but grants a private operator a long-term lease (typically 30 to 99 years) to operate, maintain, and invest in the airport. The operator collects revenues and bears operational risk. Australia's 50-year airport leases and numerous Latin American concessions follow this approach. As of January 2025, 132 concession transactions were in the global pipeline.

Public-private partnerships (P3/DBFOM):

Under a design-build-finance-operate-maintain (DBFOM) structure, a private consortium finances and delivers a specific terminal or infrastructure project, operating it for a defined concession period before it reverts to public control. Recent examples include the US$4 billion LaGuardia Terminal B and the US$9.5 billion JFK New Terminal One projects.

Management contracts:

The government retains ownership and financial risk but engages a private firm to manage day-to-day operations for a fee. This is the lightest form of private participation and is common at smaller airports, such as Gary/Chicago International and Indianapolis.

One change Europe is reacting to dates back to the first Trump presidency. Enacted in 2018, the CLOUD Act forces U.S.-based tech companies to comply with law enforcement requests for data even if the information is stored abroad. Methods
Participants and Design
We recruited 1,305 U.S. adults through CloudResearch Connect. Data collection began after pre-registration on the Open Science Framework (OSF: n2cqj). 97 participants were excluded for failing one or more attention checks, failing all three bot-detection items, completing the survey in under six minutes, having duplicate IDs, or incomplete responses, yielding a final analytic sample of N = 1,208. The sample was 51.2% female, 47.8% male, and 1.1% transgender identifying/gender non-conforming; mean age = 45.1 years (SD = 16.0). By party affiliation,
55.0% identified as or leaned Democrat, 27.2% identified as or leaned Republican, 15.1% were Independents with no lean, and 2.7% reported no affiliation or something else. By race/ethnicity, the sample was 56.8% White, 12.0% Hispanic, 11.8% Black, 11.7% Asian, 5.5% multiracial, and
2.3% another identity (Alaska Native or American Indian, South Asian, Middle Eastern, or something else). By religion, 51.2% identified as Christian, 22.4% as agnostic, 13.3% as atheist, and 13.1% as another religion or something else (including 1.9% Jewish, 1.6% Buddhist, 0.9%
Muslim, and 0.7% Hindu). Sixteen respondents who reported no political affiliation or "something else" could not be placed on the left–right spectrum and were excluded from analyses controlling for political identity (N = 1,192 for those models). Scales were presented in
randomized order across participants. 
Measures
Left-Wing Authoritarianism (LWA). We used the 13-item Brief LWA Scale (Costello & Patrick, 2022). Clinical Gender Affirmation Scale (CGAS). We developed the CGAS to measure endorsement of the official clinical consensus positions of the APA (2015), APA (n.d.), WPATH (2022), and
AAP (2018) on individuals who identify as transgender and medical interventions. The five items were derived directly from the clinical guidance language in these documents and rated on the sam

affirming speech, institutional discipline, and intervention against parental resistance appear morally necessary and clinically protective.
Third, it reorders conventional sex and family norms. The clinical literature and professional guidelines increasingly frame gender identity as not reducible to biological sex. They recommend “affirmation” of asserted names, pronouns, and “gender expression”; and emphasize that family, school, and clinical environments should support “affirmation,” with rejecting responses treated as risk factors for psychological distress and suicidality (American Psychological Association, 2015; Coleman et al., 2022; Hidalgo et al., 2013; Olson et al., 2016; Rafferty, 2018; Ryan et al., 2010; Tordoff et al., 2022; Russell et al. 2018). Within the proposed
model, this supplies LWA with a third form of ideological fuel: a conventional order to dismantle. As such, biological-sex classifications and traditional parental or familial authority is seen as structures of harm requiring a moralized project of institutional correction. Each component is specific, actionable, and derives from clinically endorsed consensus
positions (American Psychological Association, 2015; Coleman et al., 2022; Hembree et al., 2017; Hidalgo et al., 2013; Olson et al., 2016; Rafferty, 2018; Ryan et al., 2010; Tordoff et al., 2022). Thus, gender ideology identifies the type of oppressor and oppressed classes about which people high in LWA are particularly concerned; it seeks top-down censorship and control over those who do not conform to its dictates, something those high in LWA generally endorse when
applied to “oppressors;” and third, it seeks to exercise that control in a project that aspires to overturn the status quo with respect to sex and family, and overturning the status quo is something those high in LWA generally endorse. Thus, LWA is predicted to correlate with endorsement of “gender-affirming” principles, practices, and recommendations (measured through CGAS) such that those high in LWA will do so substantially more than those low in LWA.

Study Overview

A questionnaire assessing LWA, CGAS, beliefs about the importance of affirming people’s “gender identity,” beliefs about the threats to individuals who identify as transgender from a variety of groups (White supremacists, men, the Supreme Court, etc.), beliefs about an ongoing
“trans genocide” and support for anti-democratic behaviors unrelated to gender ideology issues was administered to a national sample of over 1,200 adult Americans. The present report is  organized around three central questions:
1. How strongly do CGAS and other gender ideology-related beliefs correlate with LWA?
2. Does LWA predict CGAS and other gender ideology-related beliefs over and above political identity, or is LWA just a proxy for being liberal?
3. Do CGAS and LWA predict support for political violence?

1 Analyses are ongoing, and additional research questions will be addressed in subsequent analyses. Initial analyses have yielded evidence relevant to the broader claims of this project beyond the three questions addressed directly in this report.

Little research has examined the characteristics associated with strong endorsement of "gender-affirming" norms. We developed the Clinical Gender Affirmation Scale (CGAS), drawing items from official guidance issued by the American Psychological Association, American Psychiatric Association, World
Professional Association for Transgender Health, and American Academy of Pediatrics, and administered it to 1,208 U.S. adults. Across preregistered analyses, CGAS and related gender ideological-belief measures were strongly associated with left-wing authoritarianism (LWA), with Spearman correlations ranging from ρ = 0.44 to ρ = 0.59. CGAS also significantly predicted LWA, accounting for 31.5% of its variance. In ordinal regressions predicting CGAS, political identity was the strongest predictor, but LWA remained an independent predictor after controlling for political identity and age. LWA and CGAS were also positively associated with justification of political violence across six targets: killing Charlie Kirk, killing Donald Trump, killing Brian Thompson,
arson of ICE buildings, damaging wealthy people’s property, and violence against police. Both independently predicted all six violence outcomes after controlling for left-wing political identity.

New Research on Gender Ideology and Left-Wing Authoritarianism

Where the Clinic Meets the Movement: Does Gender Ideology Arm Left-Wing Authoritarian Psychology? is a report by the U.S. Department of Health and Human Services examining the psychology behind strong support for radical gender ideology and left-wing authoritarianism.

Researchers surveyed over 1,200 U.S. adults using a new measurement tool built from “gender-affirming” guidance issued by major medical and psychological associations. The study found that people who scored higher on this measure (i.e., those who are more likely to agree with the guidance) were also more likely to hold left-wing authoritarian views — and more likely to say political violence could be justified in certain cases, even after accounting for political party alone.

The authors conclude that support for "gender-affirming" norms is strongly associated with broader authoritarian attitudes, not just political identity, and predicts support for political violence.

The Bluesky CEO in The Verge article supports a strong open protocol, that allows integration of longer formats & micro-blogging- at user's choice, and spins off control of user identity to completely independent Swiss company. It's just his belief that Bsky is "lefty" that's wonky

An example from the last couple of months that’s gone super well is this format called Standard Site that emerged. The history of that is that Bluesky’s a microblogging app. People are asking for longer-form posting. A bunch of other apps started popping up that were for newsletters and blogging. In particular, three apps called Leaflet, Pckt, and Offprint. They got together and said, “Hey, why don’t we define a format for all of us to work together on the ATmosphere for all of the posts that we publish?” We looked at it and said, “Great, we can now take that and surface it in our app.”

So now, if you’re posting a blog post on Leaflet, it just shows up in the Bluesky app and we can make that a seamless experience. This went over really well to the point where now WordPress is supporting Standard Site and lots of other publishing platforms. They’re realizing the benefit of, “If I just publish to this new format now, it’s going to show up and work across all these other platforms without me having to do anything.” It’s caused this really nice ripple effect throughout the ecosystem where people can work together just by using this format. Nobody has to do deals with each other. Nobody has to get permissions and no money has to change hands. And it’s just taken off.
