SNYDER: The times when Russia tried to reform have been after defeats in Crimean War, Russo-Japanese War, and in Afghanistan. If you want Russia to have a chance to reform, it has to lose the war. So, you have to help Ukraine win. The best Russia policy is strong Ukraine policy.
