Spec can be code in the sense that it can be *distributed and built from source* the way code currently is, but it can’t be code as a base that an organization iterates on. Once implemented internally, the spec becomes the upstream source but the code is the code, not the spec.

If your spec changes one line and then the stochastic implementation via agent swarm rebuilds everything from scratch, that’s not sustainable policy. And if the agent has to pass over every line to make the appropriate tweak, that’s not going to be sound engineering practice.

In Oppenheimer’s case, atomic physics was not obviously going to become a national security issue in the 10s and 20s. Once Hahn and Meitner discovered they had split the atom, the esoteric world of “new physics” became of national importance. But it still had really really weird people doing it
