Huntingdonshire is another case that runs against Ordnance Survey's assumption that Council Tax lists will contain their IP. Initially the Council withheld the addresses on that basis, but following a review decided there was no "derived" data and has disclosed the full list for re-use as open data.

As well as sorting out the last minute details for GovCamp 2026 we're also planning for the long term. We want to set up GovCamp as an official non-profit company. To do that we need a Board of Trustees. We've previously asked for volunteers but, while good people, they're all straight white men.

Not everything new is progress, not everything that already exists is without value, but we, the creative industries, embody both change and tradition and we reject the assertion that we are standing in the way of change. We are merely asserting our right to continue to exist and play our part in the UK's future growth.

So far, the draft baseline includes: 

● 21 compiled specifications, covering all the main application types (e.g. householder applications, listed building consent, hedgerow removal notices) and several sub-types (for example, prior approval for a larger extension, prior approval for additional storeys) 
● 83 components, each representing a reusable section of an application 
● 29 codelists—these are sets of predefined values used to ensure consistency (e.g. types of trees, materials, or site constraints) 

To avoid disrupting current processes, we've tried to keep the specifications as close as possible to existing forms. We plan to make improvements—like rationalising components—in future iterations.

In February peers voted for amendments to the Data (Use and Access) Bill that they believe would have better protected the creative industry. However, these were removed by Labour when the bill passed to the Commons.

Ministers are keen for the bill not to be snarled up in parliamentary "ping-pong" and met with concerned MPs and peers this week to offer concessions.

They proposed amendments that would commit the government to doing an economic impact assessment of the proposed reforms and a separate report on whether they are technically feasible.

The report would also explore how AI companies would have to declare what copyrighted works they have used.
