I’d also suggest that journalists & broadcasters are so enmeshed in politics that they are what the TPU doing as normal behaviour. Some treat the TPU as pundits & give regular space for them. But for most Kiwis this behaviour is unsavoury & what they believe is wrong with politics.

I am well aware that they didn’t stop testing. They moved it underground. As my post said “atmospheric tests” were stopped. I would not call the Treaty of Rarotonga a failure, or unenforceable either. It just took the French a decade to realise they were wrong.
