He ran 3 times and still couldn't beat Biden's numbers. Hillary Biden and Obama all had larger pop vote margins. Much larger than his 1.5% on his THIRD attempt. First Republican president in 20 years to get the popular vote. He has some of the lowest popular vote numbers in history.
