He's painfully stupid. Trump seems to think it takes a simple majority in Congress. The process requires approval by a 2/3 vote in each house of Congress, and ratification by 3/4 of the states.

Corporate media fails us every day. Trump's tariffs took $66 billion from American consumers. The US spent $61 billion (92%) on bailouts for farmers who lost foreign markets due to his trade war. So American consumers paid $66 billion extra in taxes, and we got a $5 billion return on it. 🤦
